비영리조직의 효율성 분석과 개선 방안에 관한 연구- 문화예술기관을 중심으로 -

Abstract

그동안 비영리조직에 대한 연구의 중요성이 주목받지 못해왔으나 최근 비영리조직이 발달과 더불어 비영리조직에 대한 경영학적 접근은 확장되고 있는 추세이다. 문화예술기관도 비영리조직이 한 형태이다. 공공 문화예술 진흥을 위한 정책이 일환으로 전국의 문화시설은 지속적으로 확충되어왔다. 비영리조직의 효율성에 대한 평가에 대한 연구는 비영리조직 성과평가의 일환으로 지속적으로 이루어지고 있다. 그러나 문화예술회관이 얼마나 효율적으로 운영되고 있는가에 대한 연구는 부족한 실정이다. 본 연구의 목적은 자료포락분석(Data Envelopment Analysis: DEA)기법을 이용하여 국내 비영리조직의 경영 효율성을 분석하고 비효율성의 개선점을 도출하는 데 있다. 본 연구는 기존의 공공문화예술회관의 효율성에 대한 연구를 기초로 효율성 측정에 대한 변수를 확정하고, 공공문화예술회관의 상대적 효율성을 측정하고 공공문화예술회관의 개관연도, 운영주체, 소재지, 소득수준 별로 효율성의 차이를 분석하였다. 측정결과 비효율성 공공문화예술회관의 경우, 투입 및 산출요소의 개선목표치를 제시하였다. 본 연구는 로고스적인 측면에서는 점점 중요성이 확대되고 있는 비영리 조직의 경영자에게 청지기적 정신을 가지고 성과관리를 해야 하는 중요성과 개선 방안을 제시하였다는 점에서 의의가 있다. Research on the evaluation of the effectiveness of non-profit organizations are constantly being made as part of performance evaluation. Cultural art institutions and cultural facilities have been continuously expanding as part of the national policy to promote culture and art for the public. The purpose of this study is to analyze the efficiency of public art centers using the DEA(Data Envelopment Analysis) and lead the improvement of inefficiency. This study confirms the parameters for measuring efficiency, based on existing studies on the efficiency of art centers and, evaluated the relative efficiency of 33 public cultural art centers in seven metropolitan cities in Korea by using the DEA. For inefficient public art centers, the objectives of improving input and output factors were presented. Also, the differences in efficiency by the group of opening, operating subject, location, the income level of the public were presented. This study has contributed in analyzing the efficiency of cultural arts centers and presenting potential improvement target. This study has significance in suggesting the inefficiency improvement targets to nonprofit organizations as managers has a duty of stewardship to manage organizations efficiently as faithful servants of God.
