지역의 내생적 고용성장 과정 연구: 완주와 창평의 로컬푸드 마을공동체 조직 사례를 중심으로

Abstract

완주와 창평은 모두 농촌기반의 소규모 지역으로써 외부기업의 대규모 투자를 통한 지역발전전략의 적용에는 한계가 있다. 그러나 로컬푸드라는 지역의 내생적 자원을 활용함으로써 두 지역은 모두 고용성장을 이루는데 성공했으며 그 과정에서 마을공동체 조직의 협력적 활동은 중요한 역할을 하였다. 본 연구에서는 초기 지방자치단체 주도의 전략수립과정과 이후 민관협력이 이루어지는 단계에서 마을공동체 조직에 의해 전개된 다양한 협력적 활동을 분석했다. 특히 본연구에서는 이러한 협력적 활동 전개 과정에서 지역주체들의 네트워킹 확대와 제품의 다양화가 이루어졌는데 이러한 요인들이 결과적으로 지역의 내생적 고용성장을 가져오게 되었음을 주장하였다. 본 연구에서는 완주와 창평이 지속적으로 고용성장을 이루기 위해서는 생산품의 질 제고와 마켓팅전략의 전문화, 숙련인력의 재생산, 그리고 참여자들간의 이해관계를 조율할 수 있는 공식기구가 중요함을 밝혔다. Both Wanju and Changpyeong are small rural areas, and there is a limit to the application of regional development strategies through large-scale investments by external companies. However, both regions succeeded in achieving employment growth by utilizing the endogenous resources of the region called local food, and cooperative activities of village community organizations played an important role in the process. In particular, this study argued that the development of these collaborative activities resulted in the expansion of networking by local entities and the diversification of products, which resulted in the region's endogenous employment growth. In this study, the quality of products, specialization in marketing strategies, reproduction of skilled workers, and governance for coordinating conflicts among various stakeholders are important for Wanju and Changpyeong to continue to achieve employment growth.
