국제정치와 알제리 문화담론의 재구성

Abstract

본고는 알제리 정체성을 국제정치적 맥락에서 고찰하는 것을 목적으로 한다. 알제리 정체성을 형성하는 정치문화와 정치이념(이데올로기), 역사를 연동해 분석한다. 알제리 사례분석의필요성은 다음과 같이 정리된다. 첫째, 알제리는 현대 국제정치이론이 노정하는 인식론적빈약성에 대한 도전의 기류를 지속⋅확장하는 데 중요한 사례로 기능한다. 알제리 정체성의분기 과정 분석은 비유럽지역의 객체화 문제, 물질⋅구조 중심의 기존 국제체제 분석 경향이지닌 문제를 재차 드러내고 문화적 접근의 필요성을 환기한다. 둘째, 알제리가 내포하는지정학적 중요성이다. 본고는 알제리 정치문화가 국제체제 변화 구도와 긴밀히 연계되어있으며, 식민주의와 탈식민주의가 경쟁하는 과정에서 알제리의 국가 정체성을 구성하는 기억이행위자들에 의해 폐색, 조작, 강제되었음을 보여준다. 요컨대 문화담론에 대한 종합적 이해없이는 국제관계에 대한 전체론적 분석은 요원하며, 국제체제 분석에 있어 문화담론을 포함한‘해석적 포괄성’을 지향해 나갈 필요가 있다. This paper aims to reflect upon the Algerian identity within the context of International Relations (IR). The conceptual and analytical framework consists of culture, ideology, and history. The reason for analyzing the Algerian case can be summarized as follows. First, the Algerian case challenges the dominant epistemology in IR in which non-European countries have been largely objectified. Moreover, it problematizes the material and structure-centered approach that has long been central to IR thereby sheds light on the necessity of cultural turn in IR. Second, the geopolitical implications of Algeria show that the Algerian political culture is closely related to the change of the international system. It is in this respect that memories by which Algerian national identity is formed have been blocked, manipulated, and obligated by political elites. In short, a comprehensive understanding of cultural discourse and the interpretive comprehensiveness are critical to a holistic approach to IR.
