지역균형발전에 대한 AHP 적용 개선방안

Abstract

공공투자사업의 타당성 평가 시 사업의 추진 여부를 결정하기 위해 AHP 기법을 적용하고 있다. 이때 지역균형발전을 고려하기 위해 지역의 낙후 정도를 반영한 지역낙후도지수를 적용하고 있다. 그러나 이러한 지역낙후도가 사업의 영향권을 제대로 반영하지 못할 뿐만 아니라 지역낙후도 순위를 적용하기 위한 지역낙후도 표준점수 전환식은 일부 낙후된 지역을 비낙후지역으로 평가되게 하는 등 불합리한 점이 발생하고 있다. 이러한 문제는 해당 공공투자 사업이 시행되는 행정구역을 기준으로 지역의 낙후도를 평가하는 것에서 기인한다. 본 연구는 이러한 관점에서 지역 발전의 주요인인 통행수요에 미치는 영향을 몇 가지 요소들을 기반으로 시설이 각 지역에 미치는 영향의 정도를 종합적으로 반영하여 해당 지역별 낙후도 산정방법을 제안하였다. 선형사업의 경우 시설에 대한 지역별 연장 비율, 통행발생 여부, 선정 구간별 수요량, 통행 영향권 등을 고려하고, 점 사업의 경우에는 중력모형의 원리를 응용한 영향권을 고려하였다. 이러한 결과는 행정구역을 중심으로 평가되고 있는 현 낙후도를 시설이 위치하는 행정구역이 아니라 실제 효과가 파급되는 지역들에 대한 가중평균값으로 적용하여 기존의 한계점을 해결한다는 점에서 주목할 만하다. 또한 지역낙후도 표준점수 전환식을 개선하여 시 · 도의 낙후도를 합리적으로 반영하므로 AHP 적용 시 지역균형발전에 대한 평가를 개선할 수 있을 것이다.When evaluating the feasibility of government funded large-scale investment projects, analytic hierarchy process (AHP) and underdevelopment index (UDI) have been widely used in explaining the equity of development in a subject area. However, UDI does not properly represent the reality of equity in development. It sometimes distorts the evaluation of policy analysis by representing underdeveloped regions to well-developed regions. Such issues are often caused when UDI is estimated by the administrative district of a subject area which are not always the same development level. In this study, methodology was proposed for a revised UDI estimation with various factors affecting travel demand. In linear projects, variables such as road or rail ratio length by region, whether or not trips are generated, individual travel demand by linear section, and the project impact area are considered. In cases of point projects, the principle of the gravity model is applied. Analytical results indicate the possibility to resolve current limitations of dominating a regional development level over the subject UDI and effective project area. In addition, the proposed method is expected to increase equity in regional development and provide reasonable evaluation in the processing of AHP.
