(신)한류에서 배우는 문화정책의 교훈

Abstract

이 논문은 (신)한류의 의의, 원인, 특성, 추세에 대한 분석을 통해 세계화 시대에 필요한 문화정책 차원의 시사점을 모색하고자 하는 시도이다. 또 하나의 ‘한강의 기적’이라고 할 수 있는 한류는 감성적A·실리적 차원에서 대단히 의미 있는 성공작이다. 처음 한류가 발생했던 원인으로는 내적요인(한국 대중문화의 경쟁력), 외적 요인(동아시아 지역의 정치경제적 변화), 개인적 요인(기업가적활동가), 그리고 정책적 요인(정부 지원)을 꼽을 수 있다. 한편 최근 신한류의 원인으로는 내적요인(K-Pop의 경쟁력), 개인적 요인(엔터테인먼트 비즈니스 기업가), 정책적 요인(규제 완화), 그리고 기술적 요인(디지털 소셜미디어의 확산)이 중요하게 작용했다. 한류는 순혈문화가 아닌 혼종문화이며, 종합적 기획의 산물이 아닌 ‘설계되지 않은 성공’이라는 특성을 갖고 있다. 지금까지 한류의 추세를 보면 ‘종목’의 확대와 ‘지리적 영향권’의 확산이라는 경향을 발견할 수 있다. 한류가 제시하는 정책적 함의는 표현A·창작의 자유 보장, 시장개방 확대, 문화적 순혈주의의 탈피, 그리고 ‘야수 패러다임’적 접근의 필요성이다. This paper analyzes the causes, characteristics, and trends of the (New) Korean Wave and discusses the cultural policy implications for the age of globalization. The Korean Wave, another miracle of Han river, is a significant success for Korea from both emotional and economic points of view. Five elements have contributed to the rise of the (New) Korean Wave. The competitiveness of Korean popular culture was the internal factor, while the political economic changes in the East Asian countries the external factor. The individual factor was a few entertainment business entrepreneurs and governmental supports constituted the policy factor.Finally the technological factor refers to the global spread of digital social media. The major characteristics of Korean Wave are two-fold: hybrid-culture and success-without-design. The enlargement of constituents and the regional expansion of influence are two main trends observed in the history of Korean Wave. The guarantee of the freedom of expression, the opening up of the cultural market, the renouncement of the obsession with cultural purity,and the ideational conversion to the 'beast paradigm' are some of the policy implications drawn from the analysis of Korean Wave.
