우리나라와 일본의 고향기부제도 비교 평가 및 정책적 시사점

Abstract

우리나라는 일본 제도를 모방한 고향기부제도를 2023년부터 실행할 예정이다. 이 논문은 우리나라와 일본의 고향기부제도를 간단히 정리하고 이들 간 공통점과 차이점에 대해 체계적으로 비교 분석한다. 양국 고향기부제도의 공통적 핵심 내용은 자치단체에 대한 기부를 유도하기 위해 기부자들에게 세제혜택을 제공할 뿐 아니라 각 자치단체는 기부자들에게 답례품을 제공할 수 있다는 것이다. 양국의 주요 차이는 다음과 같다. 첫째, 우리나라 고향기부제도는 일본과 달리 세제혜택을 부여하는 기부금 상한을 소득에 관계없이 설정하고 그 상한의 소득 대비 비율이 상당히 낮다. 둘째, 우리나라는 세제혜택을 부여하는 기부금 하한을 설정하지 않기 때문에 극소액의 기부를 유발할 수 있다. 추가적으로 우리나라 고향기부제도는 이 제도의 중요한 목적인 국가균형발전을 위한 제도적 장치를 포함하지 않음을 지적하는 등 제도 자체에 대한 분석과 일본의 제도운영 경험을 바탕으로 제도 정착을 위한 시사점을 제시한다.

Korea will implement a hometown donation system that imitates the Japanese system from 2023. This paper briefly summarizes the systems of Korea and Japan and systematically compares and analyzes the similarities and differences between them. The common core content of the hometown donation system in both countries is that to induce donations to local governments, tax benefits are provided to donors and local governments can provide gifts in return. The main differences between the two countries are as follows. First, unlike Japan, Korea’s system sets an fixed upper limit regardless of income on donations that grant tax benefits, and the ratio of the upper limit to income is quite low. Second, Korea does not set a lower limit on donations that grant tax benefits, which can induce to a very small amount of donations. Additionally, the paper points out that the Korean hometown donation system does not include an institutional device for balanced national development, which is described as its important policy goal, and suggests implications for establishing the system based on the analysis of the system itself and Japan’s experience in operating the system.
