유니버설 디자인 원리를 적용한 노인요양시설 공용공간 평가 -서울ㆍ경기 지역 시립노인전문요양시설을 중심으로-

Abstract

한국 사회 인구구조는 기대수명 및 평균연령의 증가 영향으로 기존의‘피라미드형’에서 2010년 이후 ‘항아리형’으로 변동하고 있다. 또한 저 출산 현상에 따라 노동력 부족이 예상되며 이는 국가의 성장잠재력약화와 재정부담, 미래세대의 부양부담 증가 등 각종 한국디자인문화학회지41사회적 파장으로 이어질 수 있다. 2008년 7월부터 노인장기요양보험제도가 시행되긴 하였지만 고령화로인해 노인의 인구는 급격히 늘어나는 반면에 노인을수용할 수 있는 시설은 부족이 심각한 실정이다. 기존시설의 경우에도 노인이 거주하는 시설부분에서 질적환경에 대해서는 미흡한 부분이 나타나고 있다. 노인요양시설에 대한 연구는 다양한 분야에서 이루어지고있으나 노인요양시설의 공용공간에 대한 연구는 극히일부에 불과하다. 무엇보다 실내공간에서 보내는 시간이 많은 노인들에게 신체적 건강과 정신적으로 안정된 삶을 위해 노인요양시설의 실내 환경 개선이 무엇보다 중요하다고 할 수 있다. 본 연구는 국가에서 운영하고 있는 5개의 시립노인전문요양원의 공용공간의평가를 중심으로 개선점에 대한 고찰을 목적으로 한다. 이에 대한 연구 범위와 방법은 다음과 같다. 첫째,유니버설 디자인 원리를 적용한 연구모형을 제시한다.

둘째, 5개의 선별된 사례의 공용공간을 중심으로 설문을 실시하여 spss 17.kr 통계 프로그램의 활용으로 빈도분석을 실시하여 공용공간의 문제점을 평가, 분석하여 개선점을 제안한다. 연구 결과는 다음과 같다, 시립노인전문요양원은 국가에서 건립하여 시설을 설립하기 때문에 문제점이 많고 유니버설 디자인 적용현황 결과에 많이 미흡한 것을 알 수 있다. 첫째, 전체적인 공용공간의 모서리 돌출부분이 노인요양시설 사용자를 배려했을 때 가장 개선되어야 할 부분으로 나타났다. 둘째, 사용자의 상황에 맞는 시설로서 편의성안전성 또한 강화되어야 할 것이다. 본 연구에서는 유니버설 디자인 원리를 기준으로 공간별 평가 분석을통하여 부족한 부분을 파악하여 개선해 나간다면 노인의 요양에 있어서 좀 더 나은 환경을 개선할 수 있을 것으로 전망된다.;The population structure of Korean society has been changing into ‘pot type’ since 2010 from the prior ‘pyramid type’ due to the influence of increasing life expectancy and average age In addition, the decrease in population of those in working age group (age 15-64) is expected to decrease due to low birth rates starting in 2016 at 36.5 million. This will create labor shortage by approximately 1.52million which in turn expand to various social phenomena such as weakening of the nation’s growth potential, increase in financial burden and support burden for the future generation. Although National Long-term Care Insurance has been implemented since July, 2008, there still is a serious shortage of facilities that could accommodate the elderly as there is a drastic growth in the elderly population due to aging society. Even in the existing facilities, there are flaws found in the qualitative environment. There are studies being conducted on the elderly care facilities in diverse areas, but only few on the common spaces of elderly care facilities. According to the results of this research, the applicability of universal designs in the common spaces of city elderly care facilities were evaluated highly in approachability and safety overall. Yet, it was lowly evaluated in frequency distribution analysis of safety. Therefore, these spaces need to be planned out to eliminate risk factors such as safety accidents considering the users who are not as physically able and to be able to respond in emergency situations. For senior adults, who spend most of their time in indoor space, it is more important than anything else to improve the indoor environment of nursing homes for their physical health and psychologically stable way of life. This study aims to explore how to improve the shared space, focusing on five state-run community nursing homes. To this end,the scope and methodology of the study are as below: first, we propose a research model based on the principles of Universal Design. Second, we conduct a questionnaire survey, focusing on the shared space of five selected cases and identify problems with the shared space by means of frequency analysis using a spss 17.kr statistical program to suggest solutions for improvement. From the findings from this study, we found that the five state-run nursing homes were found to have a number of problems since they were established and built by the government and greatly fall short of the principles of Universal Design. First of all, protruding corners of the shared space should be improved first among others, in consideration of users of the nursing homes. Secondly, it is necessary to improve the facilities so as to ensure more convenient and safer use of them. The results of the study indicate that understanding and resolving problems with each space on the basis of the principles of Universal Design will make it possible to provide a better environment for nursing homes.
