고가도로하부 유휴공간 활성화 사례분석을 통한 도시어메니티 향상방안 연구

Abstract

최근 국민소득 수준이 높아지면서 양적인 도시의 성장보다, 인간다운 생활의 기본요건이라고 할 수 있는 삶의 질이 중요한 화두로 등장하고 있다. 인간과 자연이 공존하여 생태적으로 건강하고 풍요로운 삶을 영위할 수 있는 대안으로 최근 전 세계적으로 어메니티를 활용한 정책이 부각되고 있다.

이러한 흐름 속에서 우리나라도 부족한 토지 자원을 합리적으로 활용하기 위하여 고가도로 하부공간의 활용에 대한 관심이 높아지고 있다. 도심의 고가도로 하부공간은 도시환경에서 도시형성의 기본요소인 도로로서 사람과 물자의 원활한 이동과 교통난을 해소하기 위해 생겨났으나 비활성화된 공간으로 인하여 각종 불법행위로 인한 환경악화 등 부정적 이미지를 유발하는 공간이 되었다. 때문에 도시민들로 하여금 어둡고 소외된 공간으로 인식되게 되었다.

따라서 본 연구는 고가도로 하부공간의 단편적 개선을 넘어 도시민의 삶의 질 향상을 위한 어메니티 활성화 방안을 모색하여 제안하고자 하는데 목적이 있다.

이와 같은 과정을 통하여 내린 연구는 다음과 같이 정리할 수 있다.

국내 사례를 통하여 고가도로 하부공간을 분석해 본 결과, 무엇보다 지역성을 기반으로 하는 정체성과 지역의 경쟁력 확보를 위한 환경성이 다소 낮은 것으로 드러났다.

해외사례의 경우, 환경성과 정체성을 기반으로 한 지역의 경쟁력 확보 및 사회적 교류가 활성화되어 있음을 살펴볼 수 있었다.

이에 본 연구에서는 우리보다 앞서 고가도로 하부공간을 활용하여 활성화한 해외사례를 통하여 우리의 문제점을 파악해 보고, 향후 고가도로 하부공간을 활용함에 있어 도시민과 유기적으로 결합할 수 있는 활성화 방안 및 도시민의 어메니티 향상을 위한 머무름이 있는 지속가능한 공간으로 이용 및 활용도를 높이는 방안에 대한 기초 자료를 제시하고자 하는데 본 연구의 의의를 두고 있다.; Recent national income level is increased, the growth of cities than quantitative, the basic requirements of human life which can be called quality of life has emerged as a important issue.
