사용성능을 고려한 오피스 건물 등급 평가 기준 제안과 시설계획 세부 기준 수립에 관한 연구

Abstract

Current existing office buildings in the major downtown areas in Seoul (Jongno, Gangnamn, and Yeouido) are aged, therefore the rental demand for remodeled or newly built office building is increasing. The Clear standards and comparative information on new facility from the beginning of the plan is essentail, however only general office grade standards of large real estate consulting companies exist. This study introduces new facility planning standards that confomr to the exisitng office grade, so that the ‘office building grade evaluation criteira and detailed criteira for facility planning’ can provide practical supporting to business operators and tenant when leasing offices. The scope of this study is the existing facility standards (evaluation items) investigated through domestic and foreign cases and preceding research on office building grading standards, and building permits within 5 to 10 years from 2022 sequentially, or actual cases of newly built and remodeled office buildings in operation were targeted, and the method of the study was carried out in 3 steps: 1st analysis, 2nd verification and final draft, and 3rd sample grade evaluation verification. The primary analysis was conducted by Delphi method, which can grasp the internal structure, implicative, and complex meaning of a message based on the interview data after interviewing the evaluation items of previous studies and major issues that are frequently discussed during the office project with experts for each type of work. (Delphi method), it was reestablished as an evaluation item, and based on the collected case data, it was compared and reviewed whether the evaluation item was actually applicable, and then a meaningful standard (item) was derived through detailed adjustment. For the secondary verification and derivation of the final draft, the importance and detailed facility standards for the evaluation items derived in the first phase were verified using a focus group interview (FGI) technique, and the final draft was derived, based on the finally derived evaluation items and detailed criteria, a quantified evaluation method was presented. The 3rd sample grading evaluation is the result of analyzing and evaluating office projects that have actually been implemented with the quantified evaluation method presented above. The results derived and presented through the study are “60 evaluation items and detailed facility planning standards based on usability performance”, “comprehensive score calculation plan for setting office building grades (comprehensive score table for each evaluation item)” and “scores for each grade of office buildings” Section setting plan (score table)”, The meaning of the results of this study can be seen in two main ways. The first is that it proposes the office building rating evaluation criteria and detailed criteria for facility planning in consideration of usability, and at the same time, it suggests a quantitative scoring method. The second is to obtain meaningful results by performing sample grade evaluation verification with the proposed evaluation method, thereby providing useful data that can help the business operator's plan establishment and tenant's judgment when leasing office, which was the original goal of this study. is that it is closer to In the future, even if it is somewhat lacking, I hope that the results of this study will be used as objective evidence in the planning and evaluation of office buildings. | 현재 기존 주요 도심(종로, 강남, 여의도)은 대다수 오피스 건물들의 노후화로, 리모델링 또는 신축되는 오피스 빌딩의 임대 수요가 꾸준히 증대 되고 있으며, 이에 따라 신규 사업 시행을 통한 공급량도 증가하고 있다. 신규 사업 시행을 위해서는 계획 초기부터 시대에 부합되는 새로운 시설 기준들에 대한 명확한 기준 및 비교 정보가 필요하나, 현재 시장에는 대형 민간 부동산 컨설팅 업체들의 일반적인 오피스 등급 기준만 제시되고 있을 뿐, 세부 시설 기준들에 대한 관련 정보가 거의 전무한 편이다.

이에 본 연구는 기존의 오피스 건물 등급에 부합되는 새로운 시설 계획 기준들을 추가로 제시하여, 사업시행자의 계획 수립과 임차인의 오피스 임대시, 실질적인 도움을 줄 수 있는 ‘오피스 건물 등급 평가 기준과 시설계획 세부 기준’을 제안 해보고자 한다.

본 연구에서의 내용적 범위는 우선 오피스 건물 등급 기준에 대한 국내·외 사례 및 선행연구 고찰을 통해 조사된, 기존의 시설 기준(평가항목)들과, 순차적으로 2022년에서 5~10년 이내에 건축허가를 접수하거나, 사업 시행중인 신축 및 리모델링 오피스 건물의 실제 사례를 대상으로 하였고, 연구의 방법은 3단계에 걸쳐 1차 분석, 2차 검증 및 최종안 도출, 3차 샘플 등급 평가 검증으로 진행하였다. 1차 분석은 선행연구의 평가항목과 오피스 프로젝트를 수행하면서 수시로 논의 되는 주요 안건들을 공종별 전문가들과 인터뷰 후, 인터뷰 데이터를 기반으로 메시지의 내적 구조나, 함축적, 복합적 의미를 파악 할 수 있는 델파이 방법(Delphi method)을 통해 평가항목으로 재정립하고, 수집한 사례 데이터를 기반으로 평가항목이 실제 적용 가능한지를 비교하여 검토한 후, 세부 조정하여 유의미한 기준(항목)을 도출 하였다. 2차 검증 및 최종안 도출은 1차 도출된 평가항목에 대한 중요도 및 세부 시설기준을 포커스 그룹 인터뷰 (Focus Group Interview : FGI) 기법으로 검증하여 최종안으로 도출하였고, 최종 도출된 평가항목 및 세부 기준을 바탕으로 한, 정량화된 평가방법을 제시하였다. 3차 샘플 등급 평가 검증은 앞서 제시한 정량화된 평가방법으로, 실제 시행된 오피스 프로젝트를 평가하여, 분석된 결과로 본 연구자가 제안한 기준이 오피스 건물의 실제 사용성능에 근접한 평가 결과를 도출 해 낼 수 있는지 검증 하였다.

연구를 통해 도출되고, 제시된 결과는 “사용성능 기반의 60개 평가항목 및 세부 시설계획 기준”, “오피스 건물 등급 설정을 위한 종합배점 산정 방안(평가항목별 종합배점표)”과 “오피스 건물 등급별 점수 구간 설정 방안(점수표)”이며, 본 연구 결과의 의미는 크게 두 가지로 볼 수 있다. 첫 번째는 사용성능을 고려한 오피스 건물 등급 평가 기준과 시설계획 세부기준을 제안함과 동시에 정량적으로 점수화 하는 방안을 제시하였다는 것이다. 두 번째는 제시한 평가 방안으로 샘플 등급 평가 검증을 수행하여 유의미한 결과를 얻음으로서, 본 연구가 당초 목표 했던 “사업시행자의 계획 수립과 임차인의 오피스 임대시, 판단에 도움을 주는 유용한 자료의 제공”에 한층 더 근접 하였다는 것이다. 앞으로, 다소 부족하더라도 본 연구의 결과가 오피스 건물의 계획 수립 및 평가에 있어 객관적인 근거 자료로 활용되기를 기대하여 본다.
