북한경제 비교 분석의 함정

Abstract

195년 ‘고난의 행군’ 이후 북한의 경제회복(성장)에 가장 크게 기여한 원조국은 한국이 아닌 미국일 수 있다. 한국은 주로 소비성 물자를 지원하였고 미국은 북한이 가장 필요로 하는 중유를 지원하였기 때문이다. 201~15년 북한의 석탄생산량은 상당히‘과소추정’되었고, 201~18년 한국은행 북한 경제성장률 추정치 간 내부정합성이 결핍되었다. 반면, 한국은행의 달러표시 북한 소득 통계는 ‘과다추정’이 아니며, 이러한 오해는 구매력평가(PP)에 대한 이해부족 때문이다. CIA 웹사이트에 게시된 북한의 PP 달러표시 1인당 소득은 한국은행의 한국가격 PP 달러 추정치를 한국의 PP환율로환산한 수치와 유사하다. 한편 남북한 군사비는 PP 달러(실질가치)로 약 5배 차이이다. 이때 사용된 남북한의 PP 달러 통계치도 한국은행의 추정치에 의존한다. 북한의대외무역액(실질가치)은 최고를 기록한 190년 수준에 2014년 근접하였으나 2019년은40% 수준에 불과하다. 한국의 2017년 3만 달러 소득은 G7 국가는 28~4년 전에 도달한 수준이다. 3만 달러는 선진국 도달의 기준이 아니다. 중국의 2019년 1만 달러소득은 한국의 1989~90년 수준에 도달함을 의미한다. 한국과 중국 간 1인당 소득수준은 30년 격차이다.

Acording to an analysis of this paper, the most contributing country for North Korea’s recovering from the infamous ‘Arduous March’starting in 195, would be the US rather than South Korea. We show that the available estimates on North Korea’s coal productions for 201~2015 were severely under-estimated and the internal consistency for estimating the growth rates of North Korea for 201~2018 by the Bank of Korea (BOK) were aparently undermined. On the other hand, the BOK’s estimates on North Korea’s per capita income in US dolars have ben unfairly critcized by who did not understand the concept of PP. The CIA website’s estimates on North Korea’s income in PP U.S. dolars has aparently used the BOK estimates in US dolars converted by South Korea’s PP exchange rates. South Korea’s per capita income in 2017 of US$ 30,00 is not the symbol of an advanced country, and was already reached by G7 countries in 28~4 years ago.
