주거비 부담능력이 부족한 민간임차가구 규모는 얼마인가?

Abstract

본 연구에서는 2019년 주거실태조사에서 서울, 수도권 및 5대광역시에 거주하는 임차가구의 주거비 부담능력 부족가구의 규모 및 결정요인을 잔여소득접근법과 품질기반접근법을 통해 분석하였다. 또한 영국과 일본의 주거기준을 적용하여 우리나라의 주거비 부담능력 부족가구의 규모의 변화를 분석하였다. 주거비 부담능력이 부족한 가구는 전국을 기준으로 151.4만가구가 존재하며 서울의 경우 41.5만가구가 존재하고 소득이 1% 증가하면 부담능력 부족가구가 될 확률이 12.9% 감소, 가구원수가 1명 증가하면 확률이 3.5%증가하는 것을 확인하였다. 또한 적정주거기준을 적용했을 때 보다 일본의 주거기준을 적용한 경우 주거비 부담능력 부족가구는 약 34만 가구가 추가로 증가하며 영국의 주거기준을 적용한 경우 약 19만 가구가 추가로 증가한다. 본 연구의 시사점은 다음과 같다. 첫째, 주거비부담가구의 계층을 체계적으로 구분하여 계층별 주거비부담을 낮추기 위한 대안을 모색하여야 한다. 마지막으로 주거비 부담에 영향을 주는 요소로써 가구원 수, 소득, 지역 간의 차이가 존재하는 것으로 밝혀졌다. The purpose of this study is to examine rental housing affordability to verify the determinant for rental housing affordability. Furthermore we measure the relative marginal change of overall demand of affordable housing as we adopt a standard of living from advanced countries such as U.K. and Japan. Using Residual Income Approach and Housing Quality Approach, we measure the number of total 1.5 million household are in need of affordable housing policy. Also we measure total 0.41 million household are counted as a group necessary for affordable housing policy. The income effect has positive impact on this measure which implies an increased income in each household decreases a possibility to be in a group necessary for affordable housing policy. If we assume a standard of living from advanced countries such as UK, and Japan, the percentage of group necessary for affordable housing policy has increased by 3% and 6%, respectively. We conclude that it is important to specifically measure the rental housing affordability in order to provide a necessary various affordable housing policy.
