국제스포츠조직의 굿 거버넌스 평가모델 비교 연구

Abstract

이 연구는 국제스포츠조직의 굿 거버넌스(Good Governance) 평가모델에 관한 비교 연구를 실시하는데 주된 목적이 있다. 이를 위해 국제기구에서 선구적으로 제시한 굿 거버넌스 개념과 이에 파생되어 나온 스포츠 굿 거버넌스의 개념적 고찰과 국제올림픽위원회(IOC), 유럽올림픽위원회(EOC), 하계올림픽경기연맹연합(ASOIF) 등이 제안한 굿 거버넌스 평가모델에 관한 비교 고찰을 실시하였다. 그 결과로 첫째, IOC의 모델은 7개 테마, 38개 원칙으로 이 모델을 통해 타 스포츠조직의 굿 거버넌스 도입에 대한 동기를 부여했으며, 각 조직의 환경에 맞는 굿 거버넌스 평가 모델을 확립하도록 개념적 틀을 제공하였다. 둘째, 이를 준용한 EOC의 모델은 5개 원칙, 14개 지표로 구성되어, 가맹 조직의 이행 현황 점검을 위한 자가진단 소프트웨어를 제작하여 공표했다. 셋째, ASOIF의 모델은 IOC와 EOC 모델의 장점을 수용하여 5개 원칙, 50개 지표로 제시되어 실제 평가를 세 차례 수행했으며, 이를 연례보고서로 공시하고 있다. 앞서 비교한 세 조직의 굿 거버넌스 평가모델은 위험 관리를 통한 조직의 자율성 유지와 올림픽·스포츠 무브먼트의 지속가능성을 위한 조치라는 점에서 굿 거버넌스 문화 정착이 이루어져야 할 국내 스포츠조직에게 정책적 시사점을 제공하고 있다. The purpose of this study is to compare the good governance evaluation models of international sports organizations. To achieve the purpose of the study, it conducted literature reviews of good governance principles in sport including its concept, and the models of good governance proposed by the IOC, EOC and ASOIF. The result of the study is as follows. First, the IOC’s good governance model, with seven themes, 38 principles, motivated other sports organizations to adopt good governance and provided a conceptual framework to establish a good governance evaluation model that suits their environment. Second, the EOC’s good governance model, which was applied to it, consisted of five principles, 14 indicators, and produced and published self-assesment software to check the status of performance of affiliated organizations. Third, the good governance model of the ASOIF has been presented in five principles, 50 indicators, accepting the advantages of the IOC and EOC models, and has carried out three actual assessments and is making the annual report public. The three organizations’ good governance evaluation models provide policy implications for korean sports organizations that need to establish a good governance culture, given that it is a measure to maintain the autonomy of the organization through risk management and sustainability of the olympics and sports movement.
