This study evaluated the relationship between accident rates and V/C ratio for freeway basic section to design freeway based on safety. The analysis is performed on Joongbu and Singal-Ansan freeways having four lanes with a design speed of 100 km/h. Traffic volume and accident data between 1992 and 1997 were analyzed. The relationship between accidents and V/C ratio revealed the U shaped model. The accident rates were lowest at V/ C=0.80 and were tend to increase when V/C is either low or high. The study results could be applied to determine the number of lanes needed using the V/C ratio of 0.80 in designing freeway based on safety.en_US
