- 철도의 계획을 위해서는, 철도차량의 소요 대수나 운행계획을 알 필요가 있다. 그러나 실제의 운행계획보다는 좀더 개략적인 정보가 필요하며, 계획단계에서 가용한 정보를 이용하여 목적에 부합하는 운행계획을 수립하는 절차를 제시하고 있다.
