시민참여형 환경교육 프로그램을 통한 지속가능성 강화 방안 제언: 사회적 가치 구현 효과를 중심으로

Abstract

본 연구에서는 시민참여형 환경교육 프로그램을 통해 사회적 가치를 구현함으로 지속가능성을 구축할 수 있는 방안에 대해 살펴보았다. 시민참여형 환경교육의 이론적 배경으로 지속가능한 발전과 관련한 문제 해결, 사회적 가치를 구현, 시민 환경역량 강화를 위한 내용을 소개하였다. 다음으로 시민참여형 환경교육 프로그램 현황을 우리나라와 영국, 프랑스, 미국, 호주 등을 통해 살펴보고, 사회환경교육에서 시민참여의 필요성을 도출하였다. 마지막으로 캡스톤형리빙랩(리빙랩형캡스톤) 시민참여형 환경교육 프로그램 모형의 제안하여 환경교육 정책 추진과제에 적용할 수 있는 방안과 사회적 가치 구현 기대효과를 도출하였다. 이와 같은 논의를 통해 시민참여 환경교육 프로그램의 지속가능성을 강화하기 위해서는 정책적 지원(부처(기관)별-환경교육 프로그램이 연계 및 강화)과 사회적 인식의 전환이 필요성하다고 제언하였다. This study proposed a way to implement social values and build sustainability through civic participation environmental education program. For citizens’ participatory environmental education, we introduced contents to solve problems for sustainable development, how to implement social values, and strengthen civic environmental capacity. The study reviewes the current status of civic participation in environmental education programs in Korea, England, France, the United States, and Australia to confirm the necessity of such participation. Finally, we proposed a model of civic participation environmental education program: “capstone modeled on a living lab” or “a living lab modeled on capstone.” Through this education program, we derived the method that can be applied to environmental education policy tasks and the expected effect of realizing social value. In the discussion, we suggest that policy support (linking and strengthening of environmental education programs by government departments and agencies) and raising social awareness are necessary to reinforce the sustainability of participatory environmental education programs.
