電力産業構造改編의 問題點및 改善方案에 관한 硏究

Abstract

한국의 전력산업은 1997년 경제위기와 IMF에 의해 전개된 구조조정 속에서 금융, 기업, 노동, 공공부문의 4대 구조개혁과 맞물려 구조개편이 진행되고 있다. 시장원리에 입각한 경쟁도입과 투자재원 확보라는 사유로 발전부문을 6개회사로 분할하여 운영하고 있고 배전부문은 독립사업부제를 일부 지역에 실시하고 있다. 그러나 전력시장에서의 경쟁체제 구축을 목적으로 한 현 구조개편은 성장지상주의와 경쟁력 제일주의로부터 벗어나지 못하고 있고 장기적으로 전력공급의 안정성을 위협 할 것으로 우려된다. 따라서 향후 전력시장 구조개편은 성장과 효율을 목표로 하는 구조개편이 아니라 공급의 안정성과 공공성을 강화 할 수 있는 방향으로 추진하여야 할 것이다. 이에 본 논문은 발전분할 이후의 변화와 문제점을 검토 분석하였다 또한 이에 대한 개선방안을 제시하여 한국전력 산업이 국내적 경쟁이라는 협소한 시각에서 벗어나 성공적인 전력사업을 정착시킬 것인지 방향을 제시해 보았다.; The Korean Electric Power industry has been restructured with the reforms of the financial, corporate, labor and public sectors since the financial crisis in 1997. For example, the Generation part of the Electric Power industry was divided into six firms. And the Independent Business System is in operation in Distribution part of Electric Power industry. But the reforms of the Electric Power industry for the rivalry system is just focused on the efficiency and competitiveness and is worried about the stability of electric power supply in the long term. So the restructuring of the Electric Power industry should be proceeded with not only the growth and the efficiency but also stability and publicity. In this paper, I examined the changes and problems of the Power Generation industry after its division. Furthermore, I suggested some guidances for internationally successful improvement of Korean Electric Power industry.
