건설사업 실무적 관점에서 VE 실시에 따른 문제점 분석 및 개선방안에 관한 연구

Abstract

본 연구는 국내 건설 VE 활동의 문제를 해결하고 그 적용 효과를 극대화하기 위해서 VE활동 실무적 관점에서 과거에서부터 현재까지 국내 VE의 적용과 관련한 문제들에 대한 실질적이고 구체적인 평가를 하는 것이다. 현행 대부분의 국내 건설 VE의 활동은 당초 의도한 프로세스와 방법에 따라 성과를 도출하기 보다는 참여 전문가의 개인적인 경험에 의존하거나, 단지 외형적 틀만 VE의 프로세스와 기법에 맞추어 이루어지고 있다. 이에 본 연구에서는 VE의 이론과 실무적 관점에서의 괴리를 극복하여 국내 건설에서의 적극적인 VE활동과 인식의 전환 등을 통해 VE를 활성화 시키는 방안을 연구하고자 한다. 본 논문은 다음과 같이 구성되어 있다. 제1장은 서론으로 연구의 배경과 목적, 그리고 연구의 범위 및 방법에 대하여 서술하였다. 현재 건설 사업에서 이루어지고 있는 VE 수행 현황분석과 문제점을 제시하고, 이것을 극복할 수 있는 개선방안을 도출하기 위한 본 논문의 연구 방향 및 방법을 제시하였다. 제2장은 이론적인 개념들에 대하여 서술하였다. VE의 개념 및 정의를 이론적인 고찰과 VE제도의 현황을 분석하였고 기존 문헌 연구를 통해 VE제도의 문제점을 도출하였다. 제3장에서는 건설 VE 프로세스 수행 사례를 제시하였다. 이것은 문헌연구를 통해 밝혀진 VE 이론 및 제도적 관점에서의 문제점들과 VE 실무에서의 연관성 파악 및 수행상 문제점을 분석, 제시하기 위한 것으로 VE수행절차(JobPlan)에 따라 준비단계, 분석단계, 실행단계별 세부업무를 제시와 과정에서 발생한 문제점들을 제시하였다. 제4장에서는 건설 VE 활동의 문제점과 그 문제에 따른 개선방안을 조사하였다. 그 방법으로 문헌고찰을 통해 제도적 관점에서의 중요요인과 실무적 측면에서의 중요요인을 도출하였고 이 각각의 요인별 문제점과 개선방안을 파악하기 위해 설문조사를 실시하여 그 중요도를 산정하였고 이것을 참여주체별, 즉 발주자, 시공자, 설계자, CMr의 실무자별로 가장 중요하게 인식하고 있는 문제점과 개선방안을 제시하였다. 제5장 결론에서는 본 연구 결과에서 나타난 문제점 및 개선방향제시와 함께 향후 연구 방향에 대한 제언을 하였다.; Value Engineering is the easy method for staffs in charge to comprehend for its simplicity and obvious advantage. And Most of VE Activities include cost reduction, so this method is very useful to check the specific results. It's true that these advantages of VE method has brought positive effect, but now, a number of the results of VE activities in domestic construction has not derived from intended process and method, but so many of these results has been dependent on professional's experience. Nevertheless, the reason of wide-use on VE is the advantage of cost reduction. Because of this, among the staffs in charge, there is some kinds of misunderstandings and prejudice about VE Activities. In order to solve these problems of these VE Activities and maximize the application effects, practical and specific evaluation about the problems related to the application of VE from past to current time must be prepared. So in this study, we would plan to study about solution to activate the VE through aggressive VE Activities and transition of recognition by overcoming the gap between theory of VE and practice. Not only in the Design Phase but also in Planning and Construction Phase, it is necessary to encourage the VE Activities founded on the basis of principles and basis in order to get sympathy of owner and staffs in charge to the results even if it is not easy to proceed.
