교원 자격 제도의 개선방안 연구

Abstract

본 연구의 주요 목적은 초?중등교원의 전문성과 사명감을 높이기 위해 신규교사가 갖추어야 할 자격과 초?중등교사 양성기관의 교육과정의 영역, 교과목, 학점 등의 최소기준을 설정하기 위한 연구로, 서울과 경기도 경기 외 지역으로 구분하여 설문조사를 실시하였다. 평교사와 임용고사 준비생, 대학 교수 등 총 192명을 표본으로 하여 실증적으로 분석하였다. 이를 통해 수집된 설문자료는 통계패키지 프로그램인 SPSSWIN 12.0 프로그램을 사용하여 분석하였으며 조사대상자의 일반적인 특성을 알아보기 위하여 빈도분석(frequency analysis)을 실시하였다. 응답자의 일반적인 특성에 따라 교원자격제도의 개선 방안에 대하여 인식 차이를 살펴보기 위하여 교차분석(p)을 실시하였다. 본 연구의 실증분석은 모두 유의수준 p<.05, p<.01, p<.001 에서 검증하였다. 연구결과 다음과 같은 결론을 얻었다. 첫째, 예비 교사들에게 가장 요구되는 자격 요건은 교과지식의 습득과 함께 교직 적성과 사명감, 수업 및 평가능력을 중시하는 것으로 나타났다. 둘째, 현재 교원 자격 및 양성 체제로서 목표달성이 어려운 영역을 인간관계 유지와 업무 처리 능력이라 생각하고, 교직 적성과 사명감 또한 달성하기 어려운 영역으로 생각하는 것으로 나타났다. 셋째, 교육대학교, 사범대학 및 일반 대학 교직이수의 현행 교사 양성 프로그램에 대한 만족도에 대해서는 대체로 만족하고 있는 것으로 나타났다. 넷째, 교육대학교, 사범대학, 신입생 선발시 교직에 대한 적성 및 인성 검사 실시에 대한 생각에서는 대부분이 필요하다고 생각하는 것으로 나타났다. 다섯째, 일반대학에서 교육이수를 한 졸업생의 문제점에 대해서는 교직관 및 사도 정신의 부족이라 생각하는 것으로 나타났다. 이밖에도 일반대학에서 교직이수를 하는 것에 대해 만족보다는 보통이라는 생각이 많았으며, 교직관 및 사도 정신의 부족, 교육대학원 졸업집단은 교과 지도를 위한 전문성 부족을 개선해야 할 점으로 꼽았다. 교사 자격 기준의 법제화 요구, 보다 높은 교사의 질을 위한 수습 교사제 신설, 교사자격 유효 기간제의 도입 등에 대한 의견도 있는 것으로 나타났다. 그러므로 앞으로 예비교사를 양성하는 대학에서 교사가 갖추어야 할 자질의 범주와 기준, 그리고 교원 양성 기관의 교육과정 영역과 교과목, 학점 등의 설정 기준을 생각해 보는 것이 필요하다.; Main goal of this study is for setting up the qualification that new teachers should have and minimum standard of curriculum domain, subject, and credit etc. of training institution of teachers of primary school and middle school so as to heighten the specialty nature and sense of mission of teachers of primary school and middle school. Then, question survey was executed by classifying into Seoul, Kyounggi-province and area outside Kyounggi. Analysis was made positively by making total 192 persons of common teacher, students to prepare for employment examination, and professors etc. as sample. Question data collected through this were analyzed by using SPSSWIN 12.0 program to be statistical package program. And, so as to examine the general feature of survey subjects, frequency analysis was executed. Cross analysis x (p) was executed so as to examine recognition difference about the improvement scheme of teacher's qualification system in accordance with the general feature of respondent. As for positive analysis of this study, verification was made at significant level p<.05, p<.01, p<.001. Following conclusion was obtained by findings. First, as for the qualification requirement to be required of preliminary teachers most, it emerged that they take serious view of aptitude of teaching profession and sense of mission, teaching and evaluation ability with the acquisition of subject knowledge. Second, they think the domain to be difficult to attain goal as teacher's qualification system and training system as human relation maintenance and business-handling-ability, and it emerged that they think aptitude of teaching profession and sense of mission as domain to be difficult to attain. Third, about the satisfaction degree for current teacher-training-program of teaching profession completion at Teachers' University, college of education and general university, it emerged that they are satisfied with it on the whole. Fourth, about the thought for the execution of aptitude on teaching profession and humanity inspection at the time of selecting new pupils at Teachers' University and college of education, it emerged that most of them think that it is necessary. Fifth, about the point at issue of graduates who completed teaching profession at general university, it emerged that they think that view of teaching profession and spirit of duty of teacher are insufficient. In addition, about doing the completion of teaching profession at general universities, thought to be common than satisfactory was much. And, lack of view of teaching profession and spirit of duty of teacher, and lack of specialty nature for subject guidance in case of group who graduated from graduate school of education were counted as points to have to improve. It emerged that there is the opinion on legalization demand of teacher's qualification standard, new establishment of student teacher system for higher quality of teachers, and introduction of system of the term of validity of teacher qualification etc. Therefore, it is necessary to think about the category and standard of temperament that teachers should have at college to train preliminary teachers in the future and about the establishment standard of curriculum domain, subject and credit e3t2. of institution to train teachers.
