개발과 마을해체에 따른 리더십 변화

Abstract

이 글은 지역개발로 인해 마을이 해체되는 상황에서 주민들이 외부변화에 대응하는 방식을 결정하는 배경과 대응방식의 차이로 인해 발생하는 사회관계의 변화를 리더십을 중심으로 기술하였다. 논문의 내용은 2006년 4월부터 10월까지 마을에 거주하면서 진행된 현지조사와 참여관찰을 바탕으로 이루어졌다. 개발의 대상이 되는 개발지역의 주민들은 다양한 층위를 구성하고 있으며, 개인이 처한 환경과 가치체계에 의해 개발을 바라보는 시각과 대응양상도 다르게 나타난다. 개발과 그로 인한 이주라는 변수는 어떤 이에게는 삶의 터전을 상실하게 되는 재앙으로 여겨지고 다른 이에게는 더 나은 미래를 위한 기회로 인식되기도 한다. 개발로 인해 발생하는 외부환경의 변화에 대응하는 방식을 결정하는데 있어 개인이 형성하고 있는 사회?문화적 배경은 중요한 요인으로 작용한다. 생업환경과 경제규모, 교육의 정도와 연령, 사회적 관계망의 범위와 성격 등의 차이에 의해 개발의 과정에서 보여주는 대응방식은 차이를 보인다. 특히 개인이 형성하고 있는 사회적 관계망은 개발의 진행과정에 대한 정보를 수집하고 이를 바탕으로 대응전략을 세우는데 많은 영향을 미친다. 주민들은 자신이 형성하고 있는 사회적 관계망을 통해 개발과 이주에 대한 정보를 수집하고 이를 바탕으로 대응전략을 세우게 된다. 마을을 벗어난 범위의 관계망을 다양하게 형성하지 못한 대부분의 주민들은 기존 리더들의 여론에 의지해 대응방식을 선택했고, 일부 주민들은 자신들이 형성하고 있던 네트워크를 활용해 기존 리더들과는 다른 대응방식을 보여줬다. 개발이 진행되는 과정에서 기존 리더들이 보여준 대응방식이 이주 후의 생활에 적절하지 못했다는 평가를 받게 되면서 기존 리더들은 마을 내에서 리더십을 급격히 상실하게 된다. 리더십의 상실은 주민들의 의지를 통합해 공동체를 이끌어갈 힘의 부재를 가져오게 되고, 이는 공동체 질서의 파괴와 주민들의 파편화를 가속시키는 결과를 가져왔다. 주민들을 엮어주던 마을조직이 해체되면서 주민들 사이의 유대감은 급격히 약해지게 되었고, 이제 주민들은 더 이상 한 마을 사람으로 살아가기 보다는 각자 이주 후의 삶을 살아갈 개인으로 분리되게 된 것이다. 이처럼 마을 내에서 리더십의 상실은 마을의 해체와 주민들이 개별화 되는 것을 가속화 시키는 결과로 나타난다.; This study was described, by focusing on leadership, background that residents decide to correspondence method to the external change in the situation of village dissolution because of community development and the generating variation of social relationship because of difference of correspondence method. The contents of this paper are based on an on the spot survey and observation of participation that progressed in the inhabiting village from April, 2006 to October, 2006 The residents of development region becomes target of development, who are made up of various hierarchiy, also view of development and correspondence aspect by placed environment of the individual and a value system appear differently. development and a variable of migration from development are some people think disaster is due to loss of a residential site and the other people thinks an opportunity for much better future. In decision of the correspondence method to generating external circumstance change of development, social-cultural background whom individual forms works important factor. In development process, correspondence method was showed by difference of occupation environment and economy scale, educational extent and age, range and character of social relation net, etc. that shows difference. In particular, the social relation net collects information about progress process of development, on the basis of these, that exert on establishing correspondence strategy. Residents collect information about development and migration through the social relation net of forming themselves, on the basis of these, that establish correspondence strategy. The majority of residents didn't form variously relation net of boundary out of village selected, that rely on existing leaders' opinion, correspondence method some residents who use network of forming themselves showed different correspondence method of existing leaders. In the progress process of development, shown correspondence method of existing leaders isn't evaluated appropriately on the life after migration , for this reason, existing leaders lose the leadership rapidly in the village. Loss of leadership brings into absence of power that leads community of integrating residents volition, therefore this results in destruction of community system and accelerating of residents' breaking Because of dissolution of village system that connects residents, relationship between residents is weak rapidly, now residents are separated rather individual will live life after migration respectively than the member of the village live. Finally, loss of leadership in village reveal consequence of accelerating community dissolution and individualization of residents.
