운영자와 이용자를 동시에 고려한 관광교통수단의 최적요금산출방안

Abstract

관광교통수단에서의 요금은 타당성검토부터 고려되어지는 사업 타당성 판단의 중요한 변수가 되는 요소이다. 기존 운영자 위주의 요금책정에서 벗어나, 이용자 측면까지 동시에 고려된 요금을 도출함으로써 타당성 분석 및 사업계획, 향후 운영시까지 사용되는 요금의 적정범위를 판단하여 운영자와 이용자를 동시에 만족시키는데 본 연구의 목적이 있다. 본 연구에서는 이용자가 내야하는 최소요금과 운영자가 받아야 하는 최소요금을 산출하고, 그 결과 운영자와 이용자가 동시에 만족할 수 있는 요금의 적정범위를 연구하였다. 대중교통수단의 경우와 다르게 관광교통수단의 경우 정류장 자체가 관광지 내에 위치하므로 모형 적용시 접근거리 감소폭이 매우 적어 접근비용 감소폭이 줄어드는 것을 확인할 수 있었다. 즉, 관광교통수단에서의 정류장의 간격감소는 총비용 감소에 영향을 주기 어렵다는 것이다. 향후 연구시에는 현재 책정된 요금을 되짚어보고, 각종 경전철 및 모노레일사업시 시행되고 있는 민감도 분석에서의 효율적인 분석을 위해 최적요금을 산출하여야 할 것이며, 운영자 측면에서는 이용자가 공감할 수 있는 초기투자비용이 추가 고려되어야 하며, 이용자 측면에서는 지불의사와 관련된 설문조사를 통해 요금을 산출, 민감도 분석을 통해 도출된 요금과 비교ㆍ분석하여 보다 현실적인 요금산출방안을 강구하여야 할 것이다.; Fare is critical point in monorail system. In this master's thesis has purpose to derivate the optimal fare between operaters and users in a sightseeing transportation. In other words, Think about User's minimum fare and Operater's minimum fare at once, make the optimal fare range. User's minimum fare consist of access, waiting, traffic in the car fare. Operater's minimum fare calculated that devide total operate amount to the number of users. After modeling process, mass transit (ex. bus system) has huse decrement of access account, but sightseeing transport system has less decrement of access account compare bus system because sightseeing transport station located in the tourist resort. Next study must have inclusive of the build price(station, rail, etc) in operaters. Consider user makes up a question result too. After these process, we have final optimalizing fare about consider using the passeger and operator.
