국내 VE/LCC의 발전방향을 위한 건설 VE/LCC사례분석 연구

Abstract

건설 프로젝트에서 VE는 원가절감, 공기단축, 품질향상, 안전성 향상이라는 네 가지 측면을 모두 만족시킬 수 있는 최적의 방법이다. 따라서 VE를 적극적으로 활용하는 것이 요구된다. 여기에 LCC(Life Cycle Cost : 시설의 총 생애 주기 비용)개념이 부합되어 건축물이 필요로 하는 기능을 달성함과 동시에 제품 서비스에 대해 드는 비용과 유지관리 비용을 적용하여 VE활동을 해야 한다고 적극 장려되고 있는 실정이다. 하지만 VE가 건설 분야에 도입 된지가 얼마 되지 않아 적용과정이나 방법상에는 많은 어려움이 있다. 지금까지 건설업계에서는 건설공사비의 절감을 목표로 건물의 기획·설계하는 것이 일반적이었다. 또한 초기투자비만이 중요한 관심사라고 생각해 왔으나 제비용이 상승하고 미래의 불확실성이 존재하는 현 상황에서 LCC개념이 중요시되고 있다. 시설물의 LCC 중 초기투자비가 시설물을 유지관리하는 비용의 1/4~1/5정도 밖에 안된다는 사실은 LCC의 중요성을 일깨우기에 충분하다. 따라서 시설물을 처음 기획 설계할 때부터 LCC의 대부분을 차지하는 유지관리비용을 어떻게 하면 최소화 하여 최대의 효과를 얻을 수 있겠는지 체계적으로 연구할 필요가 있다. 본 논문은 이러한 상황을 파악하고 국내의 VE/LCC의 향후 발전을 위해 VE/LCC사례를 Value Mismatch와 Matrix평가법 등으로 분석함으로써 앞으로의 발전방향에 대해 제언하고자 한다.; VE is cost reduction, construction period shortening, upgrading, way of most suitable that can satisfy all four sides that is safety elevation in construction project. Therefore, it is required that inflect VE actively. It is expense that cost about product service at the same time that achieve function that building need because LCC (Life Cycle Cost : Equipment of all life cycle expense) concept is coincided here and that must apply preservation administration expense and do VE activity been encouraging actively real condition.However, application process or way is much difficultys doing not become little whether VE is introduced in construction field. In construction industry so far curtailment of construction cost by target plan of building, that design general Also, only early investment queen had thought that is important concerns but expenses rise and LCC concept is weighing in present situation that future uncertainty exists. Early investment rain of LCC of facilities preservation manage 1/4 of expense that know truth that is 1/5 pill to make aware of LCC's the importance enough .Therefore, need to study facilities systematically whether can get maximum effect minimising preservation administration expense that occupy most of LCC since design plan first time how. This treatise wishes to premise about forward development direction by grasp these situation and analyze VE/LCC instance by Value Mismatch and Matrix estimation law etc. for development hereafter domestic VE/LCC.
