지역간 철도의 주요 서비스변수 분류 방법 연구

Abstract

2004년 철도는 고속철도의 개통과 더불어 ‘철도 르네상스’ 시대를 꿈꾸며 지역간 교통의 주요수단으로써 그 입지를 굳히려 하고 있다. 철도 이용객의 증가와 이용 장려를 위한 철도 서비스수준에 대한 평가는 중요한 문제로 대두되고 있다. 도로에서는 서비스수준을 평가하는 효과척도(MOE)로 통행속도, 정지수, 통행시간, 교통밀도, 운행비용 등 여러 가지가 있으나, 철도에서는 그 기준이 아직 명확하게 정립되어 있지 않은 실정이다. 이에 본 논문에서는 서비스수준을 정립하기 위한 일환으로써, 동시적 수요추정방법인 직접수요모형과 순차적 수요추정방법인 4단계모형을 통해 주요 서비스변수를 선정하고, 서비스변수의 변화가 수요에 얼마만큼의 영향을 미치는지에 대한 분석이 이루어질 것이다. 또한, 선정된 서비스변수의 분류 방법에 대한 연구를 통해 추후 철도 서비스수준 정립에 이바지되고자 한다. 그리고 직접수요모형과 4단계모형에서의 서비스변수 적용을 통해, 현재 두 모형의 수요추정 절차상의 문제점을 제시하고 개선방안에 대해 고찰하고자 한다.; As the Korea Train eXpress (KTX) opened in 2004, the position of railroads as the main transportation system inter-connecting regions started to be established with an expectation of the “railroad renaissance” era. Under these circumstances, assessing Level of Service (LOS) for railroads has become an important issue for increase in the number of railroad users as well as encouraging the use of railroads. For roads, the Measures Of Effectiveness (MOE) for the assessment of LOS include the speed of a vehicle, the number of times that a vehicle stops, time for vehicle use, transportation density, and costs for services; however, criteria have not been clearly established for railroads yet. In this study, as part of methods for establishing LOS, main service variables were selected by using a direct demand model, which was a simultaneous demand estimation method, and a 4-step model, which was a sequential demand estimation method. Also, the extent of the effects of changes in service variables on demand was analyzed. I hope that this study will contribute to establishing LOS for railroads through the research of methods for categorizing the selected service variables. The purposes of this study are to present the issues and problems of the demand estimation procedures for both of the direct demand model and 4-step model and to research countermeasures by applying service variables to the models.
