전자적 참여를 통한 향상된 PCRM 설계 및 구현

Abstract

본 논문에서는 e-mail을 기반으로 한 PCRM 시스템에 Web 2.0의 개념을 적용하여 향상된 PCRM 시스템을 제시하였다. 인터넷의 발달과 함께 사회적ㆍ경제적으로 급속도로 변화하는 시대가 도래하면서 시민들의 발언이 가지는 중요성 및 힘은 날로 증대되고 있으며, 공공 정책에 대해서도 적극적으로 요구하고 있다. 이에 정부에서도 시민의 관심분야별로 맞춤형 정책정보를 제공하여 정책과정에서 시민참여를 보다 활성화시키고자 PCRM을 도입하여 운영하고 있다. 현재 정부에서 제공되고 있는 PCRM의 서비스는 주로 e-mail을 활용하여 제공되고 있는데, 회원가입 또는 정보소식지 발송 동의에서 받은 관심분야를 토대로 제공되는 e-mail 콘텐츠는 시민 개개인에게 차별적 정보 및 서비스를 제공하는데 많은 한계가 있다. 또한 일방적인 정보 전달의 형식으로 되어 있어서 시민의 정책참여를 위한 커뮤니케이션의 접점 역할을 제대로 수행하지 못하고 있다. 본 논문에서는 이를 보완하기 위해서 참여, 공유, 개방으로 대표되는 Web 2.0 개념을 도입하여 시민이 정책과정에 참여할 수 있는 PCRM의 e-mail을 구현하고자 한다. 회원가입 또는 정보소식지 발송 동의를 통해 관심분야를 등록하면 콘텐츠 카테고리별로 점수를 부여한다. 또한 수신된 메일 콘텐츠에 클릭, 댓글, 찬성ㆍ반대 등으로 시민참여에 따라 제공된 콘텐츠의 카테고리별로 개인별 관심분야 점수를 업데이트하여 개개인의 관심분야를 관리한다. 관심분야의 점수 업데이트를 통하여 실질적인 개인의 관심분야를 확인하고, 메일 발송시 업데이트된 관심분야를 토대로 개인형 맞춤 정보소식지를 발송한다. 본 논문에서는 제시하는 Web 2.0을 PCRM의 e-mail에 적용함으로써 시민과의 전략적인 쌍방향 커뮤니케이션을 통하여 정부는 국가정책 수행 과정에 이를 반영함으로써 정책 입안 및 수행 과정에 있어 시행착오를 줄 일 수 있을 것이다.; This paper proposes an improved PCRM system by applying a concept of Web 2.0 on a PCRM system based on email. Along with the development of the internet, the period that rapidly changes society and economy has advent. The importance and influence of citizen intervention is expanding everyday and also, citizens are aggressively demanding information of public policy. Hereupon, the government is providing a tailored-made policy information by interested field of citizens and has introduced and operates PCRM in an effort to revitalize citizen participation in policy process stage. The recent PCRM service provided by the government is mainly utilizing e-mail. The e-mail contents are provided based on the field of interest allocated from member registration form or from the agreement of newsletter delivery however, this method has a great limitation in providing service and differential information to individual citizen. In addition, it is a form of unilateral information delivery method that lags in performing the role as a contact point for the policy-participated communication. In order to tackle with the problem, the paper intends to revitalize the e-mail of PCRM which allows citizens to participate in policy process by introducing the Web 2.0 concept which demonstrates participation, share and open typical. If a citizen registers the field of interest through newsletter delivery agreement of on-line, points will be given by category contents. In addition, the points for individual's field of interest by category of the provided contents will be managed according to citizen participation such as click, reply and opposition on the email contents. The field of interest of actual individual will be confirmed through the point updates of the interested field and send out customized newsletter based on the updated information. By applying the Web 2.0 suggested in this paper on email of PCRM, the government may reflect the program in the process of national policy execution through strategic two-way communication with citizens whereby the trial and error may be reduced in devising policy as well as in execution process.
