Abstract
특별수송기간(설날, 추석) 고속도로의 상습적인 정체로 고속도로의 주기능인 이동성의 저하와 사회 혼잡비용의 증가를 가져온다. 국내의 도로정책은 도로신설보다는 기존 도로의 효율적인 관리와 운영에 초점을 맞추고 있기 때문에, 기존 통행자료를 이용한 통행자의 통행특성과 패턴을 분석하여 차량 혼잡을 감소시키고 이동성을 높일 수 있는 정책적 방안에 대한 연구가 필요하다. 기존의 정적 O/D자료를 이용한 거시적 분석방법은 고속도로 운영정책의 효과분석을 함에 있어 특정시점이나 교통류의 특성을 파악하는데 한계점이 존재한다. 우리나라의 고속도로는 TCS(Toll Collection System)를 통하여 톨게이트를 기반으로 한 동적 O/D자료를 확보하고 있다. 이를 활용하여 특정시점에 대한 고속도로의 통행패턴을 분석할 수 있으며 이를 기반으로 다양한 운영정책의 연구수행이 가능할 것으로 판단된다. 본 연구는 TCS 자료를 이용한 특별수송기간(설날, 추석) 통행패턴의 분석결과를 기반으로 수도권내 단거리통행의 영향을 파악하고, 수도권내 단거리통행의 국도 및 지방도 우회정책과 수도권내 단거리통행, 수도권출발 중거리통행, 수도권출발 장거리통행의 첨두시간 분산정책을 시간대별 동적 O/D를 사용한 동적 노선배정기법을 활용하여 고속도로의 이동성을 확보하는 데 중점을 두었고 사례연구를 통하여 그 효과를 분석한다. 분석결과 수도권내 단거리통행의 국도 및 지방도 우회정책은 시행전보다 시행후의 주요 pair 구간에서 총 통행시간이 약 36~38% 감소되었고, 첨두시간 분산정책은 시행전보다 시행후의 주요 pair의 구간에서 총 통행시간이 약 10~50% 감소되는 것으로 나타났다. 따라서 두 가지 정책 모두 효과가 있는 것으로 알 수 있다.| Due to the chronic traffic congestion in special event periods(New Year's Day, Thanksgiving), National-wide highway has been restricted by automobility which is an essential function of national-wide highway and caused an excessive social congestion expenses. Internal highway policy is not focused on additional development of highway but efficient management and operations of existing highway. Accordingly, Research which can reduce the traffic congestion and increase automobility is needed by analyzing the travel characteristics and patterns by using the existing traffic data. Macroscopic analysis which is using the existing static O/D data has limitations that is particular point or understanding of traffic flow characteristics as analyzing of national-wide highway management policy effects. Korea highway has obtained toll-based dynamic O/D data through TCS(Toll Collection System). It will be possible to analyze travel patterns of highway in particular point and to carry the study of various operational policies based on the results. In this study, Impact of short passes within capital region was identified through the result of travel patterns analysis by using TCS data in special event periods (New Year's Day, Thanksgiving). Then we analyzed national-road and local-road bypass policy of short passes within capital region, peak time distribution policy of short passes within capital region and medium & long-range passes from metropolitan by using hourly dynamic O/D with the dynamic traffic assignment. We focused on taking advantage of the automobility of the national-wide highway and analyze its effectiveness through a case study. In the result, In case of national-road and local-road bypass policy of short passes within capital region, total travel time decreased about 36~38% at the main pair than before policy. In case of peak time distribution policy of short passes within capital region and medium & long-range passes from metropolitan, total travel time decreased about 10~50% at the main pair than before policy.
