Abstract
Recently the productivity of construction industry is becoming more important than ever due to the trend to build high rises, mechanization and development of new construction methods. Also, the phenomenon of domestic workers avoiding 3D (Dirty, Difficult, Dangerous) jobs continues as the standard of living improves, and such manpower shortage is causing manpower shortage in construction companies and aging of laborers. In order to solve the problem of increase in labor cost caused by such a phenomenon, the issue of manpower shortage is resolved by employing foreign laborers. To cope with the decline in productivity of construction companies due to manpower shortage, the government is executing diverse systems related to employment of foreigners starting from Trainee Employment System to Industrial Trainee and Employment Visit System. As this enables construction sites which cannot employ domestic workers to employ foreign workers legally and stably, the number of foreign workers flowing into construction industry is continuously increasing. In this study, we presented an improvement plan by analyzing the status of foreign workers who are employed by domestic companies and the change in the job executing ability based on the performance data. The basic direction of the study was to set up the objective of the study, check the necessity of foreign workers for domestic construction sites and to analyze job executing ability of foreign workers based on site performance data. A survey of site managers was conducted accordingly and an improvement plan required for construction sites was presented. Though we can see, through this study, that the working ability of foreign workers at construction site has improved a little during last 10 years, the degree of improvement is lower than that of domestic workers and the rate of non-productive activity is appeared to be big. When we consider the ratio of workers in the object sites of the survey, cultivation of technical ability of foreign workers is urgently required for improvement of construction productivity. In order to do so, technical education of foreign workers led by sub-contractors and contractor is required, and active institutional support of the government, viz. provision of incentives such as adoption of technical rating system and extension of stay period by rating is required. As an improvement plan is presented by analyzing the improvement trend of the working ability of foreign workers and comparing it with that of domestic workers, it is judged to be a set of data which can be quantified and objectified for the requirements as the workers at site feel and it shows that the role of subcontractors and contractor for improvement of working ability of foreign workers is great.
