해저 송유배관 유지관리를 위한 기준 보완 제시

Abstract

본 연구에서는 국내 해저배관 관련기준을 조사하고 외국 해저배관의 관련기준을 조사하여 국내의 여건과 환경에 맞도록 송유관안전관리법 시행규칙의 안전검사 기준과 시설관리계획서의 내용 보완을 제시하고자 하였다. 국내 기준은 해양수산부의 항만 및 어항 설계기준과 송유관 안전관리법의 송유관설치공사의 일반기술기준, 한국가스공사의 가스관 굴착공사 및 안전관리 지침을 검토하였고, 외국 기준으로는 미국 해저배관 검사기준과 유럽 및 멕시코의 해저배관 검사기준을 조사 검토하였다. 안전검사 기준의 대상시설 배관항목에 해저설치를 삽입토록 하였고 시설관리계획서의 배관 유지관리계획에는 배관 검사주기 및 검사방법을 정하여 해저배관검사 기준을 제시하였다. |In this regard, this study aims to supplement for facility management plan and safety regulations & standard of oil pipeline by searching and reviewing for related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on Harbor and Fishery Design Standard of The Ministry of Maritime Affairs and Fisheries, General Technology Standard of Oil Pipeline Safety Regulation, Gas Excavation Construction and safety maintenance indicator of Korea Gas Corporation. Global regulation & standard is reviewed based on U.S Standard Inspection for Offshore pipeline and Europe/Mexico Standard Inspection for Offshore Pipeline.
