중국 양안 교류협력과정에 관한 연구 -양안 교류협력 규범화를 중심으로-

On October 10th 2013, the leader of Taiwan Ma Ying-Jeou said that Taiwan Strait of today is the most peaceful strait, the most prosperous channel in Asia. People on both sides of the strait belong to the Chinese nation, and the cross-strait relationship is not international. The two sides should deepen the interaction, and enhance the political trust and promote people’s well-being to create a new height for cross-strait cooperation and the rejuvenation of China. Over the past 5000 year, on the basis of 1992 Consensus, the two sides have signed 19 agreements including the cross-strait Economic Cooperation Framework Agreement (ECFA) 2 or 3 years ago, and the Cross-strait Service and Trade Agreement of 2013, June, and realized direct transportation through air and sea, mainland visitors to Taiwan, mutual legal assistant and economic cooperation. Despite of the political and military confrontation in the past decades, the relationship has been improved by the exchanges and communications of social culture and the economic cooperation. Especially efforts to maintain semi-official and semi-public dialogue platform embodied by the SEF and ARATS on the basis of their agreements, the cross-strait exchange and communication trends to be standardized. At present, the two sides take the economies as the carriers, economic trading as orientation, to achieve a win-win situation, peaceful development, and the purpose of being scientific and pragmatic. All the agreements signed so far aim at the guarantee of cross-strait economic cooperation getting standardized, the economic results more advanced, and exploring the cooperation areas for the increased well-beings and the stability and harmony of two sides. |중문요약

2013年 10月 10日，台灣當局領導人馬英九在當日表示，今天的台灣海峽已成爲亞洲最和平的海峽，最繁榮的通道。兩岸人民同屬中華民族，兩岸關係不是國際關係。兩岸應深化互動，增進政治互信和人民福祉，共同爲兩岸合作，振興中華，再創新峯。五千多年來，兩岸在 ‘九二共識’ 的基礎上，簽署了十九個協議，實現了海空運直航，陸客來臺，司法互助，經濟合作，其中包括三年前簽訂的《兩岸經濟合作架構協議》（ECFA) 和2013年 6月 簽訂的《兩岸服務貿易協定》。 無論是數十年間，一如既往的政治·軍事對立，此刻兩岸間還是通過社會文化交流和經濟交流合作使其被逐漸改善。特別是對以海基會和海協會爲代表的半官半民形式的對話平臺的常規性維持並且由於雙方所簽署協議書的基礎所使然，如今兩岸間的交流合作正走向規範化的趨勢。 目前兩岸間以經濟爲載體，以經濟貿易合作爲主導，從而達到互利共贏，和平發展，科學務實的目的。兩岸間目前爲止所簽署的種種協議都是爲兩岸經濟貿易合作規範化設立保障，並且進一步的推動經濟成果，拓展合作領域，使兩岸同胞增加福祉，安定和諧。; English Abstract
