- 본 연구에서는 ‘농업세 왜 폐지되있는가? 농업세 폐지에 발단이 된 사건이 무엇인가? 이미2,600년 동안 연속된 농업세가 폐지된 근본적인 이유는 무엇인가? ‘농업세 조례’가 폐지된 후 어떤 변화가 생긴 것인가’를 연구문제로 설정하였다. 연구문제를 해결하기 위한 분석틀로는 다중흐름모형을 적용하고 농업세 종결한 원리를 연구하였다.
