지구단위계획 수립 이후 북촌한옥마을의 가로특성별토지이용 변화특성 분석

Abstract

서울시는 북촌을 보존하고 보호·유지하기 위해2001년부터 북촌가꾸기 사업을 계획하고 시행하였다. 한옥마을의 복원이 시작되고 전통문화거리로 개발되면서 상업거리가 조성되었고, 유동인구가 늘어났다. 최근 북촌지역은 상업화·관광지화 되면서 많은 변화가 일어났다. 이런 변화로 주거공간에 상업·문화용도가 침투하여 토지이용 혼재 현상이 발생하고 있고 시간이 흐르며 변화의 폭이 커지고 있다. 북촌가꾸기 사업의 지속성 유지와 장기적 차원의 제도적·계획적 관리를 위한 도시계획 수립의 필요성이 대두되었고, 토지이용 측면에서 주거 공간에다른 용도의 침투 및 혼재, 경관을 저해하는 건축물 난립 등 북촌 고유의 특성을 위협하는 요소들에대한 제어가 필요함을 인지하였다. 북촌의 경관 특성 유지와 한옥주거지 보호를 위해 2010년 수립된‘북촌 제1종 지구단위계획구역 결정조서’는 북촌을14개 구역으로 나누어 상업용도 등 비주거용도1)를제한적으로 허용하고 있다. 따라서 지구단위계획 실행으로 인한 변화 차이를 확인하고, 지구단위계획의변경이 실제 가로특성별 토지이용의 변화에 어떤 영향을 미치고 있는지를 확인하여 북촌과 같은 역사문화지구의 지구단위계획 수립에 기초자료로 사용될 수 있어야 한다.본 연구의 목적은 북촌 지구단위계획으로 용도규제가 바뀐 이후 가로특성별 토지이용의 변화특성을분석하여 지구단위계획의 효과를 살려보고자 한다. The purpose of this study is to analyze the characteristics of land use change by street characteristics of Bukchon and to confirm the difference of change by Bukchon Type 1 District Unit Plan. Existing non-residential use areas and new non-residential use are increasingly dominant. Small commercial use that are closely related to usual life are keep spreading around the street, and areas where commercial use is permitted by the district unit plan are also affected by the existing use, and changes are taking place. The land use changes according to the street hierarchy are as follows: the higher the hierarchy, the wider the width, the more commercial degree, the lower the hierarchy, and the narrower the width, the more residential use is distributed. For the road type, there is a lot of small commercial use in the street where the irregular parcels are distributed, and a lot of cultural uses are distributed around the large parcels such as public institutions and schools. The commercialization of Bukchon, which has a traditional street network, is different from previous researches because it has different characteristics from other regions, so it seeks to see characteristics of land use change in Bukchon.
