지방재정투자사업의 타당성조사를 위한 적정 사회적 할인율에 관한 연구

Abstract

사회적 할인율은 정부가 계획하고 재정이 투입되는 공공투자사업을 평가하기 위해 우리나라뿐만 아니라 대규모 재정투자사업을 실시하는 대부분의 국가에서 활용되고 있으며 이 사회적 할인율은 거시 사회・경제변수의 시대적 변화에 따라 단계적으로 인하되어 왔다.본 연구의 목적은 2007년부터 현재까지 적용되고 있는 국가재정투자사업의 할인율 5.5％가 지방재정투자사업의 사회적 할인율로 적정한 것인가에 분석하고, 국가재정투자사업보다 사업유형이 다양하고 국가와 지자체의 신용위험이 다르다는 점에 주목하여 지방재정투자사업에 적합한 사회적 할인율을 도출하는 것이다.사회적 할인율 추정 방법론 중 자본의 한계 사회적 기회비용(Marginal Social Opportunity Cost of Capital, MSOC)을 통해 사회적 할인율을 추정한 결과 지방재정투자사업의 사업유형별 위험의 크기에 따라 사회적 할인율 인하의 필요성은 인정되지만, 산업 평균적으로 단일의 할인율을 적용할 경우 현행 5.5% 이하로 인하할 필요는 없는 것으로 나타났다. 또한 지방재정투자사업처럼 다양한 사업유형을 감안하여 본 연구결과에서 도출된 사업유형별 위험을 반영한 사회적 할인율을 민감도 분석에 적용한다면, 기존의 획일적 타당성분석으로 인한 지방재정투자사업의 문제점을 상당 부분 보완할 수 있을 것이다.When the present values of the long-term costs and benefits are calculated for the central or local government investment projects, the social discount rate(SDR) plays an important role. This study examines whether the current SDR for the central government projects can be applied to the cost benefit analysis of the local government investment projects.As a result of the study, the SDR for the local government investment projects are differently derived according to the project types and it is not necessary to lower the rate below 4.5% that is currently applied to the central government projects. However, validity of this level for the local government investment projects should be carefully examined in terms of the budget constraint and the policy rationales.
