「청년고용증대 세액공제」 제도가 기업의 고용증가에 미치는 효과

Abstract

본 연구는 기업별 고용자료와 재무정보를 이용하여 「청년고용증대 세액공제」 제도의 고용증대효과를 분석하고자 하였다. 기업의 매출액 규모에 따라 「청년고용증대 세액공제」 제도의 수혜여부 및 수혜규모가 상이하므로, 기업규모를 구분하는 매출액 기준 전후의 관측치를 분석에 이용하는 회귀단절모형(Regression Discontinuity Design)을 적용하였다. 뿐만 아니라 다른 조세특례제도의 효과를 제거하고 「청년고용증대 세액공제」 제도의 효과만을 분석하기 위해 이중차분법의 개념을 적용한 이중차분 회귀단절모형(DID-RDD)을 통해 분석을 실시 하였다. 2016년 흑자를 기록한 기업들에 대한 분석결과, 3년 평균매출액 3,000 억 원 규모의 대기업과 중견기업들에 있어서 「청년고용증대 세액공제」 제도의 수혜가 전체고용을 11.4∼15.2명, 청년고용을 4.3∼6.4명만큼 전년보다 더 많이 증가시키는 것으로 나타났으며, 「청년고용증대 세액공제」 수혜규모에 차이가 없는 중견기업과 중소기업에 대해서는 고용증대효과가 통계적으로 유의하지 않은 것으로 분석되었다.

This paper aims at examining the impact of tax relief on the employment of establishments. Utilizing the fact that the beneficiary firms of tax relief and the size of tax benefits are determined by the volume of revenue, we adopt a regression discontinuity design (RDD) model to identify a casuality. The results reveal that while we are not able to identify the universal positive impact of the tax relief on employment, some establishments respond to the tax incentives. Establishments with sales of KRW 300 billion with net profits increased the total employment by 11.4∼15.2 persons and the youth employment by 4.3∼6.4 persons more than the previous year.
