러시아 특별경제구역(SEZ)의 문제점과 개선 방향: 선도개발구역(ADT)에 주는 시사점을 중심으로

Abstract

본 연구는 2005년 제정된 특별경제구역법에 따라 설립된 경제특구를 중심으로 지난 10년간의 성과를 분석하고 최근 새로 도입된 선도개발구역 운영에 대한 시사점을 도출하는 데에 목적이 있다. 러시아 특별경제구역은 다양한 세제 및 행정적 특혜 제공에도 불구하고 운영 예산 확보 및 집행상의 문제, 외국인 투자 유치, 일자리 창출, 세금 납부 등 측면에서 경제적 성과 부진 등의 문제점을 노출하였다. 이러한 러시아 경제특구의 문제점을 개선하기 위한 정책 방향으로 경제특구 운영 효율화를 위한 정책 결정 메커니즘과 평가 시스템 개선, 지역 개발과 연계된 클러스터 개발, 외국인 투자환경 개선을 통한 정책적 자원 확보를 제안하였다. 극동지역 개발 정책으로 새롭게 추진하고 있는 선도개발구역이 특별경제구역의 실패 과정을 되풀이하지 않도록 하는 방안으로 선택과 집중의 원칙에 따른 특구 개발, 세제 및 행정적 특혜 제공 외에 노동 규제 완화, 기업의 특성에 맞는 인센티브 제공, 외국인 생활 환경 개선, 특구 관리 기능의 재조정, 유관 기관과 협조 및 운영 시스템의 조기 구축 등을 제안하고 있다. The purpose of this study is to analyze the past 10 years performance of the special economic zones established in 2005 by the Special Economic Zone(SEZ) Act and to suggest implications for the operation of the newly introduced Advanced Development Territory(ADT). Despite various tax and administrative preferences, the Special Economic Zones in Russia exposed problems with securing and enforcing operating budgets, and problems of sluggish economic performance in terms of attracting foreign investment, creating jobs and paying taxes. In order to improve the problems of the Russian special economic zones, we proposed the improvement of policy decision mechanism and evaluation system for efficient operation of SEZs, the development of clusters linked with regional development, and the securement of policy resources by improving the foreign investment environment. In order to prevent the ADTs, which are newly promoted by the development policy of the Far East region, from repeating the failure process of the SEZs, we proposed the development of ADTs according to the principles of selection and concentration, labour deregulation, in addition to providing tax incentives and administrative favors, provision of appropriate incentives, which matched the characteristics of companies, improvement of the living environment for foreigners, reorganization of ADT management functions, cooperation with related organizations, and early establishment of an operating system.
