관광 커뮤니티 비즈니스 정책의 협력적 거버넌스 형성 영향요인 -관광두레사업을 대상으로-

Abstract

본 연구는 관광 커뮤니티 비즈니스의 대표적인 유형인 관광두레사업을 대상으로 협력적 거버넌스 형성에 미치는 영향요인을 파악하고, 이들의 영향관계에 미치는 관광두레사업 지정시기에 의한 조절효과를 분석하였다. 이론적 고찰에서 관광 커뮤니티 비즈니스 정책, 협력적 거버넌스, 거버넌스 관련 연구에 대한 논의가 이루어졌으며 이를 토대로 연구모형을 구성하였다. 연구방법은 설문조사법을 적용하였으며, 양평, 가평, 수원의 두레사업자를 설문조사대상으로 하였다. 분석결과, 제도적 환경, 지역자원, 지방정부 역량, 지역사업자 역량 모두가 협력적 거버넌스 형성에 영향을 미치는 것으로 나타났으며 이중에서 지역사업자 역량의 상대적 중요도가 가장 큰 것으로 나타났다. 조절효과 분석에서는 제도적 환경과 협력적 거버넌스 형성과의 관계에서 지정시기에 따라 조절효과를 갖는 것으로 분석되었다. 시사점으로는 지역사업자들의 역량을 향상시킬 수 있는 실무교육의 강화와 제도적 환경의 조성을 위한 지방정부의 조례제정의 필요성 등을 제시하였다. 이론적 기여로는 관광 커뮤니티 비즈니스 정책의 특성을 기반으로 거버넌스 형성 영향요인을 도출하고 외부변수의 조절효과를 확인하였다는 것이다. This study examined the influencing factors of collaborative governance on the Tourdoore project and analyzed the moderating effects of designation time for the project. The literature review covered tourism community business policy, collaborative governance and governance-related research. Based on this, a research model was constructed and survey data were collected by community business operators in the areas of Yangpyeong, Gapyeong and Suwon that are located throughout Gyeonggi Province. The analysis results demonstrate that every factor has an influence on the formation of collaborative governance. Also, there are moderating effects between the relation of institutional environment and collaborative governance formation according to designation time. The implications of the analysis results suggested a practical education to enable capacity development among community business operators. Furthermore, the enactment of an ordinance of local government for the development of an institutional environment was suggested.
