Abstract
In this paper, a locally adaptive prefilter based on bilateral filter for the HD call is proposed. If the input sequences contain noises such as CCD noise, the performance of video compression is degraded. In order to solve this problem, we designed the prefilter that denoises the noise of the original input image before performing the video codec. The experimental results show that more than 14% bitrate saving on the average in the same MOS condition.
