나이지리아 노동시장과 일자리창출기반 성장(Job Creation Growth): 국가고용정책과 국제개발협력의 방향성 모색

Abstract

그간의 국내 연구는 아프리카의 고용정책, 특히 노동시장과 일자리 창출 시스템에 대해서 그리 큰 관심을 가지고 있지 못했다. 나이지리아의 경우 아프리카 내에서 차지하는 경제 규모와 향후 경제성장 잠재력 등을 고려 할 때 연구적 관심을 가져야할 대상임에 틀림없다. 특히 우리나라의 중요 미래 성장 동력 지역 중 하나인 아프리카 국가와의 향후 연계는 필연적임을 고려할 때, 나이지리아에 대한 연구는 민간기업의 현지 진출 전략 형성에 기여할 수 있다는 측면에서 의미를 가질 수 있다. 이러한 배경 하에 본 논문에서는 나이지리아의 노동시장을 고용상황을 중심으로 진단하며, 청년의 일자리 기회 확대를 위한 나이지리아 국가 정책과 국제개발협력프로그램을 평가하고자 했다. 특히 일자리 기회 확대를 위해 중소기업육성의 중요성을 제안하고자 했다. 결론적으로 나이지리아의 지속가능한 경제성장을 위해서 일자리 창출을 바탕으로 한 성장지향, ‘노동시장 연계형 직업교육훈련’으로의 혁신, 공적개발원조(ODA) 프로그램과 국가 발전 전략의 연계 등을 제안하고 있다. It is hard to find a research works, aiming at employment policy, particularly the relationship between labour market and job creation system in Africa. Nigeria is the one which we really have to look at due to its scale of economy and potential economic development in near future. Furthermore, the study of Nigeria should be encouraged as not only considering as economic partner but also providing a useful informations for Korea private company, preparing to advance Nigeria. This paper evaluates the connection between Nigeria economic policy and international development cooperation program through the labour market and employment situation and later, diagnosis how the youth job opportunity emerges. The promotion of SMEs is the good solution for expansion of job opportunity for youth. The way to maintain sustainable economic development in Nigeria, this paper suggests comprehensive and interdependent policy among job creation growth, labour market linked VET (Vocational Education and Training), and ODA.
