김정은 시기 북한 핵 담론의 지속과 변화: 네트워크 분석과 내용 분석의 병행

Abstract

본 연구의 목적은 북한이 형성하고 있는 핵 담론(nuclear discourse)을 분석하고, 핵과 관련된 북한의 정책적 입장 변화를 추적하는 데 있다. 북한의 핵 담론을 분석하기 위해 조선중앙통신의 기사를 분석대상으로 선정하여 단어 네트워크 분석과 프레임 분석을 통해 핵 담론을 살펴봤다. 단어 네트워크 분석결과, 대화 국면 이전의 핵 담론에서 한국과 미국을 언급할 경우 괴뢰, 도발, 전쟁, 핵 전쟁, 위협 등의 부정적이면서 군사대결을 의미하는 단어들이 함께 사용됨을 확인할 수 있었다. 대화 국면 이후의 핵 담론에서도 여전히 군사대결을 의미하는 단어가 자주 등장하였으나 미국을 언급할 때는 긍정적인 단어를 함께 사용함으로써 대화 국면 이전과 대비되는 차이점을 보이고 있었다. 또한, 보다 세부적인 핵 담론을 살펴보기 위해 프레임 분석을 진행한 결과, 대화 국면 이전에 북한은 미국의 핵 위협에 대응하기 위한 자신들의 핵 개발 불가피성을 강조하였으며, 대화국면 이후에도 북한의 핵 담론은 큰 변화가 없었다. 특히, 남북회담, 북미회담을 통한 비핵화 협상이 어려워질수록 과거의 논리를 답습하는 모습을 보여주고 있었다. This study aims to analyze the nuclear discourse that North Korea is forming and track changes in North Korea’s policy stance regarding nuclear weapons. We select articles of the Korean Central News Agency subjects of analysis and examine the articles through word network analysis and frame analysis for North Korea’s nuclear discourse. According to the result of the word network analysis, when referring to Korea and the U.S. in the nuclear discourse before the dialogue phase, articles utilized negative words such as puppetry, provocation, war, nuclear war, and threat, meaning military confrontation together. Words meaning military confrontation were still frequently used in the nuclear discourse after the dialogue phase, but when referring to the U.S., positive words were utilized together compared to the previous discourse. Furthermore, based on the result of the frame analysis to look at the more detailed nuclear discourse, before the dialogue phase, North Korea emphasized its nuclear development’s inevitability to counter the U.S. nuclear threat. Even after the dialogue phase, North Korea did not change its nuclear discourse much. This study demonstrates that North Korea went back to the past’s logic as negotiating denuclearization through the inter-Korean summit and the U.S-North Korea summit became demanding.
