자연재해에 대한 관광객과 지역주민의 대처행동 차이분석 -2016 경주지진을 중심으로-

Abstract

지금까지 관광지의 재난, 위기, 위험 등과 관련된 연구는 꾸준히 지속되고 있었으나, 재해와 관련하여 관광객과 지역주민 양측의 입장 차이를 동시에 분석하는 연구는 미흡한 실정이다. 이에 본 연구에서는 경주지진을 직간접적으로 경험한 지역주민과 관광객들의 입장에서 지진에 대한 위험지각을 분석하고, 경주지진에서 나타나는 관광부문에서의 함의를 살펴보고자 하였다. 관광객과 지역주민의 인식차이를 검증하기 위하여 총 4개의 가설을 설정하였으며, 가설은 모두 지지 및 부분적으로 지지되었다. 주목할 만 한 점은 본 연구에서 적용한 만족에 대한 위험지각과 언론보도에 대한 위험지각 요인이 관광객과 지역주민의 심리적 반응에 각각 영향을 미쳤다는 것이다. 이는 기존의 선행연구들과는 차별화되는 위험지각 요인이라 할 수 있다. 본 연구에서 관광객은 재해 발생 지역의 지역주민을 배려하는 마음이 있음과 동시에 본인이 사회적으로 지탄받을 것을 우려해 재해지역으로의 관광행동을 꺼리는 것으로 나타났으며, 지역주민은 지역의 경제 기반인 관광산업이 재해 발생으로 인해 멈춰서는 것에 대하여 매우 큰 위험지각을 갖고 있음을 알 수 있었다. 또한 지역주민은 재해로 인한 관광산업의 위축을 최소화하려고 노력하나, 언론의 과도하고 부정적인 보도로 인하여 언론에 대한 부정적 인식이 크다는 것을 알 수 있었다. 마지막으로 양쪽 모두 관광산업의 다양한 서비스(숙박, 운송, 요식 등)가 원활하지 않게 운행될 수 있음을 걱정하는 것으로 나타났다. 이론적 시사점은 관광학 분야에서 표면적으로만 다루었던 만족에 따른 위험지각요인과 언론보도에 따른 위험지각요인을 실증적으로 파악하였다는 것이며, 실무적 시사점은 양측 간의 인식차이를 규명함에 따라 재해 발생 시 관광객과 지역주민에 대하여 차별화 된 대응책 및 대처방법의 수립이 가능하다는 것이다. Studies related to disasters, crises, and dangers in tourist destinations have continuously been conducted. However, studies that simultaneously analyze differences in the perception of tourists and local residents regarding disasters were insufficient. In the present study, we analyzed the risk perceptions of earthquakes from the perspective of local residents and tourists who experienced an earthquake directly or indirectly. It is noteworthy that risk perception of satisfaction and risk perception of media coverage applied in this study influenced psychological responses of tourists and local residents, respectively. The results of this study are as follows: Tourists seemed to be mindful of the local residents in the disaster-affected area, and at the same time, feared that they would be socially dismayed and reluctant to travel to the disaster-affected areas. Local residents strive to minimize the contraction of the tourism industry due to the disaster, but their negative feelings about the media were high due to inaccurate and negative media reports. Theoretically, our study contributes to understanding the risk perception of satisfaction and risk perception of media which were not previously covered in the field of tourism. The practical implication includes identifying differences in awareness between the two sides. It is possible to establish differentiated countermeasures and countermeasures for tourists and local residents in the event of a disaster.
