해외자원개발사업의 국내 경제 파급효과 분석

Abstract

해외 사업에서 국내의 생산물 및 서비스를 사용하여 발생하는 효과는 해외자원개발사업이 한국 경제에 미치는 주요한 영향 중 하나이다. 해외자원개발사업은개발 과정에서 우리나라가 경쟁력을 가지고 있는 산업 분야의 활용이 필수적이고,초기 투자비도 매우 크기 때문에 국내 관련 산업이 성숙하여 해당 단계에참여하게 되는 경우에 국내 파급효과가 클 것으로 예상된다. 이에 본 연구에서는 2014년 산업연관표를 바탕으로 해외자원개발산업 부문을 분리한 산업연관표를작성하고, 우리나라 산업부문의 성숙 단계를 고려한 수주 시나리오를 설정하여해외자원개발사업이 국내 경제에 미치는 파급효과를 분석한다. 분석 결과, 주어진수요액 대비 생산유발효과는 모두 1배 이상이며, 부가가치유발효과는 0.5배정도, 피용자소득유발효과는 0.2배 정도로 나타났다. 발생한 수요액 대비 유발효과는 2차산업 국내수주비중 0%, 3차산업 국내수주비중 10～40%의 배수에서 가장 큰 것으로 분석되었다. 해외자원개발사업이 에너지를 확보한다는 효과외에 우리나라의 경제에 긍정적인 효과를 갖는 것을 확인한 만큼, 국내 관련산업을 효과적으로 성장시키기 위하여 지속적인 자원개발사업을 추진할 필요가있다. The impact induced by supplying domestic outputs and services inoverseas projects is one of the major effects of an overseas resourcedevelopment project (ORDP) for the Korean economy. The ORDP hascharacters such as substantial initial investment and essential inputsfrom industries of which Korean companies have competence. Consequently, the economic impact of an ORDP could be significant ifthe relevant sectors in Korea are ready. We thus investigate thedomestic economic impact of an ORDP through the 2014 Koreaninput-output table separated overseas resource development sector andthe scenario considering the maturity of the relevant industries. Theresults indicate that all production inducement effects are moresignificant than 1.0, the value-added inducement effects are about 0.5times, and the employee income inducement effects are about 0.2times. The inducement effect against created demand record thehighest value at the scenario with 0% of secondary industry and10~40% of tertiary industry. The ORDP can have a significant impacton the domestic economy, as we can see in the results. Therefore, thecontinuous development of an ORDP is essential to foster relevantindustries for a virtuous circle.
