신·구개인연금저축에 대한 세제지원효과 비교

Abstract

구개인연금의 경우 불입금에 대해 40%의 소득공제 혜택이 주어지고 연금 급부에 대해 전액 비과세 혜택이 주어졌다. 정부는 불입금에 대해 240만원 한도로 100% 소득공제 혜택을 주고 수급시 과세하는 신개인연금제도를 도입하였다. 구연금 가입자는 구연금을 계속 유지할 수 있고 신연금에 추가 가입할 수도 있으므로 세제혜택이 큰 연금의 가입을 극대화해야 한다. 본 연구는 신·구연금 각각에 대한 세제혜택의 정도를 살펴보고 실제불입금에 대한 세후연금 급부 비율을 기준으로 신·구연금을 비교하였다. 신·구연금 각각에 대한 소득공제 혜택은 신연금의 경우 불입금 전액이 소득공제 되므로 그 혜택이 구연금보다 훨씬 크고 신·구연금 모두 고소득층일수록 더 많은 혜택이 주어진다는 것이다. 그리고 신·구연금의 실제불입금에 대한 세후연금 급부 비율은 연금불입시와 급부시의 누진세율이 동일한 경우에는 구연금이 유리하지만 연금불입시보다 급부시의 누진세율이 한 단계 이상 낮아지면 신연금이 유리한 것으로 나타났다. The old personal pension(PP) allows forty percent tax deduction on annual savings and no tax on annuities. Government introduced a new PP which allows 100 percent tax deduction on annual savings and income tax on annual annuities. An existing holder of the old PP can choose either the old or the new in consideration of the tax effect or both. This study examines the level of tax deduction on both the old and the new PP and compares the old with the new based on the ratio of the after-tax annuities to actual deposit amounts. The result is that the income tax deduction effect on the new PP is greater than that on the old one and the effect becomes greater for those high-income earners. Also this study shows that (1) the tax deduction effect on the old PP is bigger than that on the new one if a person`s marginal tax rate is same during the deposit period and the annuity-receiving period and (2) the effect on the new PP is bigger than that on the old one if the tax rate is smaller during the annuity-receiving period than during the deposit period.
