관료의 재정규모 극대화와 재원조달방식 : 패널자료 분석

Abstract

This paper analyzes a bureaucratic behavior maximizing his budget both theoretically and empirically. In the context that a bureaucrat has off-budget as well as on-budget, we focus on a bureaucratic reaction to congressional plan for budgetary policy; how a representative bureaucrat changes on-budget and off-budget in order to maximize his own interest when the congress attempts to tighten the on-budget. The theoretical model shows that with a little strong assumptions, the bureaucrat facing a austerity budget plan of the congress tries to decrease on-budget and increase off-budget. Using a panel data of governmental departments from 1994 to 1997, we confirm the theoretical result that on-budget and off-budget fluctuate in a different direction. It implies that the bureaucratic behavior could nullify a congressional budgetary policy. 본 논문은 정부관료가 재정규모를 활용하여 자신의 효용극대화를 추구하는 과정을 이론적, 실증적으로 분석한다. 재정수입을 얻는 방법으로 국회의 의결절차를 거쳐야하는 예산내수입과 관료의 자율성이 더 큰 예산외수입이 있는 상황을 상정하여, 국회의 재정정책의도에 대하여 관료가 예산내수입과 예산외수입의 조합을 어떻게 변화시키는지를 분석한다. 이론적으로는 그 조합의 변화방향이 확정적이지 않지만 인위적인 몇 가지 가정들을 추가하여 재정정책의 긴축을 강화하면 자신의 효용극대화를 추구하는 관료들은 예산내수입의 규모를 줄이고 예산외수입의 규모를 증가시킴으로써 반응한다는 결과를 도출한다. 이 가설을 검증하기 위하여 1994년부터 1997년까지 각 정부부처의 예산내수입과 예산외수입에 대한 패널자료를 분석함으로써 관료들은 예산내수입의 변화에 반대방향으로 예산내수입을 변화시키며 이는 재정정책의도를 무력화시킬 수 있음을 제시한다.
