정보시스템 품질과 공공정보화 프로젝트 성과 간의 연구

Abstract

우리나라는 국가정보화기본법을 바탕으로 이를 지속적으로 개정하며 지식정보화의 실현을 앞당겨 국민의 삶의 질을 향상시키고자하는 목적을 달성해왔다. 동일한 범주 안에 있는 공공정보화사업도 그 규모를 증가 시키며 중요성을 높이고 있다. 과학기술정보통신부에서 발표한 자료에 따르면 2019년도 ‘공공부문 SWㆍICT장비ㆍ정보보호 분야의 수요(확정) 규모는 4조 5천억 원을 상회하고 있고, 조달청 통계자료에 의한 공공시장 전체의 조달규모는 2017년의 경우만 해도 123조 원을 초과하여 형성하였다. 하지만, 공공정보화사업의 성장세에 부합하는 관련 품질 및 성과의 향상은 미진한 상황이다. 특히, 대기업 및 상호출자제한기업 전면 참여제한 이후 관련 기업의 양적, 질적 차원에서 여러 문제들이 지속적으로 나타나고 있는 상황이다. 본 연구에서는 이러한 공공정보화사업의 품질 및 성과에 대한 효과적인 개선ㆍ발전방향을 제시하고자 공공정보화사업을 수행한 경험이 있는 기업을 대상으로 정보시스템 성공 모형 기반의 정보시스템 품질과 프로젝트 성과 간의 영향관계에 대하여 검증하고자 연구 설계 및 실증 분석을 진행하였다. 또한, 실증 분석을 통해 정보시스템 품질이 사용자에게 영향을 미치고, 사용자가 프로젝트 성과에 영향을 미치며, 또한 정보시스템 품질이 프로젝트 성과에 직접적으로 영향을 미치면서 사용자가 정보시스템 품질과 프로젝트 성과 간의 영향관계에 부분매개역할을 한다는 것을 증명하였다. 따라서 본 연구는 대기업 참여제한 이후 어려움을 겪고 있는 국내 공공정보화사업 분야에 대한 실증적 연구라는 점에서 학문적․실무적 중요성이 있으며, 공공정보화사업의 성과 및 관련 수행 조직의 전반의 경영성과 향상에 일조할 것으로 기대한다.; Based on the National Informatization Basic Law, Korea has been constantly revising it and has achieved the goal of improving the quality of life of the people by accelerating the realization of knowledge informatization. Public informatization projects within the same category are also increasing in importance and increasing in importance. According to the data released by the Ministry of Science and Technology, the amount of demand for the SW(Software) sector, ICT(Information & Communication Technology) equipment and information protection in the public sector is over 4.5 trillion won in 2019, and the procurement of the entire public market by the PPS(Public Procurement Service) statistics In 2017, the size of the project exceeded 123 trillion won. However, improvement of related quality and performance in line with the growth of the public informatization business is insufficient. Particularly, since the restrictions on the participation of large corporations and companies with limited cross-shareholding have been restricted, various problems are continuously appearing in the quantitative and qualitative aspects of the related companies. The purpose of this study is to present the direction of effective improvement and development of the public information system in terms of the quality and performance of the public information system. The research design and empirical analysis were conducted. This study also demonstrates that the information system quality affects the users, the user affects the project performance, and the information system quality directly affects the project performance through empirical analysis. We also demonstrated the mediating effects of users in the relationship between information system quality and project performance. Therefore, this study has academic and practical significance in that it is an empirical study on the field of domestic public informatization business which is experiencing difficulties after restricting the participation of large companies, and it is expected to contribute to improvement of the performance of the public informatization project and overall management performance of the executing organization do.
