일본 공유숙박사업의 제도화과정 분석: 정치체제-정책네트워크이론의 적용

Abstract

본 연구는 일본 공유숙박사업의 제도화과정을 연구대상으로 정치체제-정책네트워크이론을 적용하여 정책산출활동을 단계적으로 분석하는데 목적을 두었다. 이론적 고찰에서는 공유숙박사업, 정치체제-정책네트워크이론에 대한 개념고찰과 선행연구에 대한 검토가 이루어졌다. 연구모형은 정책산출활동을 정책환경-정책네트워크-정책산출의 3단계로 구성하여 제시하였으며, 이를 바탕으로 연구명제 및 연구문제를 설정하였다. 연구방법으로는 사례연구법을 적용하였으며 연구의 시간적 범위는 2015년 6월부터 2017년 6월까지 2년간으로 설정하였다. 분석결과, 일본 공유숙박사업의 제도화과정은 정책환경에서 정치적 환경, 기술적 환경, 국제적 환경, 관광시장환경이 주요 환경요인으로 나타났다. 정책네트워크에서는 공식적 정치행위자와 비공식적 정치행위자가 함께 참여하는 정책공동체모형의 정책네트워크가 형성된 것으로 나타났다. 정책산출에서는 「주택숙박사업법」이라는 법률이 산출된 것으로 나타났다. 결론적으로 일본 공유숙박사업의 제도화는 다양한 정책환경의 변화에 반응하여 공식적 및 비공식적 정치행위자들로 구성된 수평적 정책공동체모형의 정책네트워크 형성을 통해 독립법률이 산출된 것으로 확인되었다. 이러한 결과를 바탕으로 제도화과정 연구에 있어서 정치체제-정책네트워크이론의 적용에 관한 이론적 시사점이 제시되었으며, 공유숙박사업 제도화의 효과적인 추진을 위한 실무적 시사점이 제시되었다. This study aimed at analyzing the institutionalization process of a home-sharing business in Japan by applying political systems-policy network theory. The literature review covered the concepts of home-sharing business, political systems-policy network theory, and the related precedent studies. For the research design, a conceptual model was proposed. Case study method was employed and the time scope of the research was established from June 2015 to June 2017. The major findings of this study revealed that the institutionalization process of the home-sharing business in Japan was affected by the political environment, the technological environment, the international environment, and the tourism market environment. The policy community model was formed by diverse official and non-official political actors. Finally, for policy output, an independent law was enacted. Based on these findings, theoretical implications for the research of the institutionalization process of the home-sharing business and the importance of forming a policy network in the institutionalization process are discussed.
