배타적 면허권자가 있는 경우 주파수 공유방식의 사회후생비교

Abstract

이 논문에서는 배타적 면허권자가 있는 경우의 주파수 공유방식으로서 자유계약 방식과 강제공유방식을 사회후생적 측면에서 비교분석할 수 있는 이론적 모형을 제시하였다. 자유계약방식이란 배타적 면허권자가 공유기업의 수와 그 대가를 결정하는 방식이고, 강제공유방식이란 일정조건을 충족하는 모든 기업에게 공유를 허용하는 방식이다. 양 방식을 제시된 모형 속에서 면허권자와 공유기업의 게임으로 묘사하고, 적절한 모수 값을 이용하여 시뮬레이션을 통해 양 방식이 주는 사회후생의 크기를 비교하였다. 그 결과 배타적 면허권자가 1명인 경우보다는 2명인 경우에, 그리고 면허권자와 공유기업의 서비스 간 대체관계가 높은 경우보다는 낮은 경우에 자유계약방식이 강제공유방식에 비해 사회후생이 높은 경향을 발견하였다. 이를통해, 정부가 배타적 면허권자가 있는 경우의 주파수 공유방식을 설계할 경우 배타적 면허권자의 시장구조와 함께 공유기업 서비스와의 대체관계를 고려할 필요가 있음을 알 수 있었다.

This study considers two alternative governance regimes on spectrum sharing with property rights holder(s): One is free contract regime in which the property rights holder chooses whom to share and how much to charge for sharing, the other is non-interference open access regime in which anyone can share the spectrum as long as he(she) does not interfere the use by the property rights holder. The services provided by the sharing firms are differentiated from the service by the property rights holder. We presents a theoretical framework that allows to evaluate the welfare consequences of two alternative regimes and performs a simulation with specific numerical values for supply and demand parameters. The relative performances of two alternative regimes depend on the substitution of two services and the number of property rights holders. Free contract regime is more likely to outperform non-interference open access regime when the more differentiated are the two services and there are two property rights holders rather than one.
