2008년 신발전체제와 적정 거시경제정책 패러다임

Abstract

본고에서는 이명박 정부의 성장전략이라고 할 수 있는 ``2008년 신발전체제``의 내용과 주요 명제들의 타당성을 검토한 후 신발전체제가 경제의 지속적 성장에 기여하도록 하기 위한 방안을 모색하고 있다. 신발전체제는, 그 기본 방향은 투자주도형보다는 혁신주도형 성장전략에 가까우나 실행계획으로 들어가면 투자주도형 전략과 혁신주도형 전략이 혼재되어 있으면서 실제로는 성장률 목표치를 중시하는 등 투자주도형 전략 쪽으로 무게중심이 이동하는 것으로 보인다. 신발전체제 실행계획의 주요 명제들 중에서 투자를 통한 성장률 제고, 투자를 통한 고용창출, 경상수지 흑자를 통한 투자 확대 등은 일반의 상식과는 달리 이론적·실증적 기반이 상당히 취약한 것으로 나타났다. 다만 R&D 투자를 강조하는 것은 시의적절한 것으로 보인다. 신발전체제가 잘 작동 하려면 원래의 취지, 즉 구발전체제와의 차별성을 강조하고자 했던 의도대로 명실상부한 혁신주도형 성장전략으로서 굳건히 뿌리내릴 필요가 있다. 인적 자본 및 R&D 투자의 효율을 높여 총요소생산성을 높여야만 신발전체제 주요 명제들의 취약한 연결고리들을 강화시킬 수 있기 때문이다. 또 단기적 관점의 수요확대보다는 생산성 중심의 공급능력 확충에 성장전략의 초점을 맞출 필요가 있다. This paper tries to characterize and evaluate the New Development System of 2008, which can be said to be the new growth strategy of the Lee Myung-bak administration. Judging from the basic guidelines, the New Development System seems to be close to an innovation-based growth strategy rather than an investment-based one. However, as the action plans come out and concrete growth rate targets are emphasized, it tends to become an investment-based strategy. Among the major foundations of the New Develpment System, the relationships between investment and growth, investment and job creation, and trade surplus and investment turned out to be weak from theoretical and empirical viewpoints. But, emphasis on R&D is appropriate. For the New Development System to work well, Korea needs to raise total factor productivity through proper investments in human capital and R&D, as the major causes of the weak foundations of the new system have been the relatively low productivity of the economy.
