지방교육재정을 위한 재원조달과 지역 간 재정형평화

Abstract

이 논문은 지방교육재정을 위한 재원조달 방법이 교육재정의 지역 간 형평화를 달성하는데 적절한가를 분석한다. 이를 위해 지방교육재정교부금 제도를 중심으로 교육재원의 조달과 배분방식의 특성을 고찰한다. 그 분석결과는 다음과 같다. 첫째, 지방자치단체는 지방교육세와 보통세 수입의 일부를 해당 지역의 교육자치단체에게 이전하는데, 해당 보통세 세목 및 이전비율이 지역별로 서로 달라서 지역 간 재정형평성을 왜곡시킨다. 대체로 지방자치단체의 재정력이 우수할수록 지방세 대비 교육재정 이전재원의 비중이 더 높을 뿐 아니라 학생 일인당 입학금･수업료도 더 많이 부담한다. 둘째, 기준재정수요의 다양한 측정항목에서 재정력이 열악한 지역에 우호적으로 수요액을 산정함으로써 교육재정지출의 학생 수에 대한 규모의 경제 현상을 강화한다. 이 결과를 재정력지수를 중심으로 살펴보면, 재정력이 우수할수록 일인당 기준재정수요액은 감소하고 지역 내의 학생 일인당 자체비용 부담이 증가하여, 보통교부금은 과도한 재정형평화를 초래한다. 따라서 중앙정부는 지방재정과 교육재정의 상호 연계성을 종합적으로 고려하여 지역 간 교육재정의 형평화를 달성하도록 지방교육재정교부금 제도를 개선하여야 한다. This paper analyzes whether the financial resources for local education are appropriately funded for fiscal equalization among local educational authorities in Korea. We study the characteristics of the educational finances using the general grant for education. The results are listed as follows. First, the proportion of local tax revenues that local governments should transfer to local educational authorities is different among regions, which distorts the fiscal equalization. A higher proportion and a higher tuition tends to be imposed on a region with a stronger fiscal capacity by law. Secondly, the standard financial demand for education is mostly measured in favour for a region with lower fiscal capacity. Taking the both results together, if a region has a lower fiscal capacity, its standard financial demand could be overestimated while its standard financial revenues could be underestimated. It will cause fiscally excessive equalization, as the general grant for education is allocated too much to a region with a low fiscal capacity and too small to a region with a high fiscal capacity. So we need to reform the educational general grant system for an appropriate fiscal equalization.
