확률 생산변경 모형의 베이지안 추정에 의한 강원지역 제조업 효율성 평가

Abstract

본 연구는 확률 생산변경 분석 방법을 활용하여 제조업 업종 중 강원지역 전략산업을 중심으로 지역별 기술적 효율성을 추정하고 이를 토대로 총요소생산성 변동을 기술진보, 기술적 효율성 변화 및 규모 효과로 나누어 분석하였다. 강원지역은 제조업 집계 변수를 대상으로 분석한 결과 분석대상 초기의 기술적 효율성이 낮은 것으로 나타났고 2000년대 이후에도 기술적 효율성이 개선되지 못하였다. 이에 따라 기술진보 효과에도 불구하고 강원지역 제조업의 총요소생산성 증가율은 16개 광역자치단체 중 가장 낮은 것으로 분석되었다. 강원지역 제조업을 업종별로 보면 바이오 산업에서는 기술적 효율성 개선이 관찰되었으나 개선의 정도는 다른 광역자치단체에 비해 제한적으로 이루어졌으며 동 업종에서 기술진보가 미약하여 총요소생산 증가율이 다른 지역에 비해 상대적으로 낮게 나타났다. 의료기기 산업은 총요소생산성을 구성하는 모든 항목의 성장이 정체되면서 총요소생산성이 오히려 하락하는 모습을 보였으며 신소재 산업도 총요소생산성 증가율이 다른 지역에 비해 낮게 나타났다. 강원지역 제조업에서 차지하는 비중이 가장 높은 비금속 광물제품 제조업의 경우 강원지역 제조업의 기술적 효율성 악화에 가장 큰 요인으로 작용한 것으로 보인다.

This study estimates technical efficiency of the 16 provinces in Korea focusing on strategic manufacturing industries of Gangwon-do using SPPF model and, based on this estimation, decomposes total factor productivity into technical progress, technical efficiency change, and scale effect. The relative level of technical efficiency of Gangwon manufacturing industry remained at a relatively low level during the analysis period and this made the increase of TFP of Gangwon-do to be the smallest among 16 provinces. In the biology industry, the technical efficiency is improved but not so much compared with other regions. Together with the weak technical progress, TFP of the biology industry showed relatively low growth rate. The TFP of medical machinery industry decreased with the decrease of all the components. The growth of new material industry TFP was lower than other regions. Non-metal mineral industry that has the largest share in Gangwon manufacturing industry contributed the most to the decrease of technical efficiency of the Gangwon manufacturing industry.
