21세기 일본의 대외정보기구 창설 관련 논의동향과 그 함의

Abstract

중국의 부상과 북한의 핵개발 등 21세기 급변하는 외교안보 환경 하에서 일본의 보수 우경화 행보는 가속화되는 양상을 보이고 있다. 방위비 증액, 일본판 NSC 창설, 특정비밀보호법의 제정, 집단적 자위권의 해석 변경 등이 대표적인 사례라 하겠다. 새로운 정보기구 창설구상 또한 이러한 일본사회의 일련의 보수화 움직임과 무관하지 않다. 2012년 아베가 재집권에 성공하면서 대외정보기구 창설논의는 급물살을 타고 있다. 뿐만 아니라 2013년 알제리에서 발생한 일본인 인질사건, 2015년 IS에 의한 일본 언론인 살해 사건 등은 국민들에게 대외정보기구의 창설 필요성을 각인시켜 주었다. 현재 일본의 실무경험자 및 전문가들 사이에서는 정보기관의 소속과 정보활동 내용을 중심으로 ‘일본판 CIA’, ‘일본판 MI6’, ‘일본판 KGB’등 다양한 구상안들이 제기되고 있는 한편으로 신중론과 반대론의 시각도 존재한다. 한편 2차대전 당시 정보기구가 국민에 대한 압제의 도구로 이용된 경험이 있는 일본에서는 여전히 정보기구에 대한 국민의 불신이 뿌리깊게 남아 있기 때문에 이를 극복하는 것이 큰 과제로 남아 있다. 이와 더불어 외 무성과 경찰청간의 주도권싸움으로 대표되는 ‘성청 할거주의’를 극복하는 것도 신정보기구를 창설함에 있어 일본정부가 당면한 과제이다. 우리의 입장에서는 신설될 일본 정보기구의 주된 활동영역이 한반도를 비롯한 주변국이라는 점에서 주의 깊은 관찰과 철저한 대비가 필요하다. Japan’s conservative shift is gaining speed under the changing security environment in the 21st century including the rise of China and the development of nuclear weapons by North Korea. Along with the increase of defense budget, establishing the National Security Council, and enacting the new Law on the protection of special secret, a plan for the establishment of a new intelligence organization is also in line with the Japanese conservative shift. Especially, the discussion of establishing a foreign intelligence agency has been making rapid progress, since the advent of Abe administration in 2012 and its necessity was strengthened by the tragic killing of two Japanese hostages by the Islamic States (IS) in February 2015. Experts and experienced intelligence agents in Japan suggest various ideas about the affiliation and the range of intelligence activity of the agency proposing Japanese-CIA, Japanese-MI6, and Japanese-KGB. However, it is a big challenge to overcome public distrust since the intelligence organization was exploited to oppress Japanese public during the Pacific War. In the meantime, Korean government needs to carefully observing the current situation in Japan, as the surrounding countries including Korean peninsula are main active regions of the newly proposed Japanese foreign intelligence agency.
