크라우드펀딩을 활용한 지역사회 리질리언스 활성화 방안 연구

Abstract

본 연구는 이전에 경험하지 못한 다양한 위험으로부터 지역사회가 스스로 회복되고 변화하여 기존의 지역사회를 유지 발전해 나갈 수 있는 ‘지역사회 리질리언스’ 활성화 방안을 모색하고자 시작하였다. 이에 플랫폼을 통해 단시간에 지역사회를 위한 프로젝트 자금조달 및 지역사회 참여와 홍보를 유발할 수 있는 크라우드펀딩을 활용한 지역사회 리질리언스 활성화 방안을 연구하게 되었다. 본 연구 방법은 문헌과 자료를 기반으로 이론적 틀을 구성하고 국내외 통계를 활용하여 시장현황을 제시하였다. 또한 크라우드펀딩 효과분석을 위해 2018년 1월 한국예탁결제원이 크라우드펀딩을 통해 자금 조달한 231개 기업을 대상으로 실시한 설문조사를 정량적·정성적으로 분석하여 제시하였다. 국내 크라우드펀딩 입법제도를 고찰하고자 2016년1월 개정된 ‘자본시장과금융투자업에관한법률’ 주요 내용을 살펴보았다. 본 연구에서는 지역주민이 자발적으로 지역문제를 해결하려는 리질리언스 도시 실천모델 트랜지션 타운과 시민들의 자금지원을 목표로 지역주민들의 주도적 참여와 공감을 불러일으킬 수 있는 지역밀착형 크라우드펀딩으로 범위를 정하여 사례를 고찰해 보았으며 지역사회 리질리언스 활성화 방안을 다음과 같이 도출하였다. 첫째 지역사회 리질리언스를 높이기 위해서 가장 먼저 고려해야 할 사항은 실태조사를 통한 지역자산조사이다. 지역의 개별적인 인적·물적 자산들을 지역의 자산가치화 작업을 통해 지역사회의 취약한 부분을 깨닫고 개선한다면 단기적·장기적으로 지역사회 리질리언스는 높아질 것이다. 둘째 주민협의체 구성과 같은 지역사회 구성원들이 협력과 소통의 네트워크 체제를 갖추는 것이다. 네트워크 체제는 구성원 간 이익을 위해 조정하고 협동하는 신뢰, 규범의 사회자본이 형성될 것이며, 그러한 사회자본은 지역사회를 리질리언스하게 만들 것이다. 셋째 지역주민의 주체적 참여이다. 이는 지역사회 리질리언스를 높일 수 있고, 지역경제개발과 일자리창출 등 지역사회의 힘으로 주민복지를 향상 시켜나갈 수 있을 것이다. 본 연구는 크라우드펀딩을 활용한 지역사회 리질리언스 활성화 방안 연구로써 다음과 같이 시사점을 도출하였다. 첫째 지역사회 리질리언스를 위해 지역주민과 지역사회는 활발한 협력과 소통으로 창의적인 아이디어를 내고, 크라우드펀딩을 활용함으로써 주민역량 및 자생력에 필요한 재원 확보와 지역 홍보를 할 수 있다. 둘째 사회적경제조직 및 지역사회활동가들은 크라우드펀딩을 통해 자금 조달 뿐 만 아니라 후원자들의 캠페인 이념에 대한 공감을 통해 격려를 받게 된다. 셋째 크라우드펀딩을 통한 공공프로젝트의 경우 후원자는 지역사회에 대한 소속감과 지자체 행정 참여기회를 얻을 수 있고, 지자체는 재정 부담 경감과 지역주민들의 창의적 아이디어를 얻을 수 있으며 주민들의 관심사를 알 수 있다. 결국 공공서비스를 민·관이 함께 설계하고 참여함으로써 서비스 만족도도 높아진다. 이와 같이 크라우드펀딩을 체계적으로 활용한다면 지역사회의 많은 문제들이 해결되고 연대감과 주인의식 형성, 주민의 자발적 조직 역량 강화, 지역사회의 힘으로 주민복지 향상 등의 긍정적인 변화와 함께 지역사회는 지속가능하고 리질리언스 하게 될 것이다.; This study is to research activation methods of ‘community resilience’ that could maintain and develop current communities as the communities lead themselves to restoration and change from risks, which they have never experienced. By utilizing crowdfunding, which could get project finance for communities and cause participation and promotion of the community in a short time through a platform, it studied activation methods of community resilience. This study composed a theoretical structure depending on literature and data and suggested market circumstances according to domestic and foreign statistics. Also, it conducted quantitative and qualitative analysis on a survey that Korea Securities Depository operated in January 2018 about 231 corporations, which took finance through crowdfunding in order to analyze crowdfunding effects. It looked into important contents of ‘Financial Investment Services and Capital Markets Act’ revised in June 2016 in order to consider domestic crowdfunding legislation. In this study, as aiming at Transition Town, which is a practical resilience city model where local residents try to resolve local problems voluntarily, and financial support from the citizen, this study only researched cases of Civic Crowdfunding that could bring active participation and sympathy of local residents. It derived activation methods of community resilience as follows. First, a regional asset survey through actual condition researches is the first thing to be considered in order to improve community resilience. If vulnerable parts of communities are recognized and improved by a process of community asset valuation of individual human and physical assets, the community resilience would be developed in the short term and long term. Second, a networking system like a resident’s council that community members could cooperate and communicate should be prepared. The networking system could construct credible and normative social assets that community members could coordinate each other and cooperate for their interests, and the social assets would make the community resilient. Third, local residents should participate autonomously. It could improve community resilience and resident welfare such as local economic development and job creation by themselves. As a research to activate community resilience by utilizing crowdfunding, this study deduced some issues as follows. First, local residents and communities could suggest creative ideas depending on active cooperation and communications for the community resilience and utilize crowdfunding so that they can secure finance for resident capacity and competitiveness and conduct community promotion. Second, social economic organizations or community activists could receive not only finance through crowdfunding but also encouragement through patron’s sympathy on their campaign ideas. Third, when it comes to public project through crowdfunding, patrons could take a sense of belonging into the community and a chance of local government participation. Municipality could relieve financial burden, take creative ideas of local residents, and recognize concerns of residents. Eventually, service satisfaction would be increased because private and public organization could design and take part in public services together. As it mentioned, when crowdfunding would be utilized systematically, many problems of the community could be solved and the community could be maintained and resilient with positive changes such as solidarity, ownership, empowerment of voluntary organization, and strengthening organizational capacity from power of the community by itself.
