한국 공공연구기관의 기술거래 활성화에 관한 연구

Abstract

[연구목적]최근 기술이전 및 사업화에 대한 관심이 증가하여 R&D → IP → Biz로 연계하여 가치를 창출하기 위한 노력이 증대되고 있다. 하지만 지식을 거래하는 기술거래의 특성상 기술공급자는 거래성사 이전에 기술유출에 대비한 기술의 공개 정도를 제한하려고 하고, 기술도입자는 기술내용 파악 후 회피설계를 고려하므로 거래당사자간의 정보의 비대칭성이 존재하여 기술거래의 장애요인이 되고 있다. 본 연구에서는 비대칭적 정보 상황 하에서 기술거래가 활성화되기 위한 기술공개의 정도에 대해 연구하고자 한다. [연구방법]본 연구는 기술거래의 활성화를 위하여 기술거래자 간의 정보공개 합의점을 찾을 수 있도록 기술거래 실적이 있는 한국의 공공연구소와 대학의 기술거래담당자를 중심으로 기술거래에 대한 인식 및 기술공개 정도에 대한 설문조사를 진행하였고, 공공연구소와 대학의 기술거래사들의 기술공개비율이 기술거래에 얼마나 영향을 미치는지 조사하였다. [연구결과]기술 분야 별로 기술공개의 정도는 달랐으며, 장기적으로 보면 정보공개를 많이 하는 것이 기술거래를 촉진 시킨다는 것을 알 수 있었다. [연구의 시사점]기술공급자는 정보를 공개하는데 있어, 기술도입자의 기술 구매율을 적절히 높이면서 회피설계의 위험률을 낮추기 합당한 정도를 알고 거래를 진행할 수 있게 되는 것이다. 본 논문에서 제시한 최적의 정보공개비율을 구하는 방법을 적용한다면 기술 거래를 활성화하는데 도움이 될 것으로 생각한다. [Purpose] This study identifies the optimal degree to which technologies are disclosed to external stakeholder, so as to promote technology transfers under the context of information asymmetry. [Methodology] We conducted a survey administered to technology transfer agents who have managed to close technology transfer deals at public research institutes and universities in Korea. The survey asked the participants how they perceived technology transfers in general and the optimal level of technology disclosure before closing deals. In the survey, we also examined how much the level of disclosure actually affects the closing of technology transfer deals. [Findings] According to the findings, technology transfer agents were aware of the significance of disclosing technological information when making technology transfer deals, and the technology transfer agents at the public research institutes who disclose a relatively high proportion of technological information were found to have higher sales records. [Implications] Technology transfer agents may be able to apply the optimal information disclosure ratio as suggested in this study to provide guidelines to both interested parties, thereby promoting technology transfers.
