Abstract
조선 초기에는 민이 군주의 하늘이라는 인식에 근거한 민본이념이 강조되었다. 지배층과 민의 관계를 ``相報的`` 관계 또는 ``同胞``로 보기도 하고, 지배층과 마찬가지로 민도 유교적 도덕을 실천할 수 있는 ``本然之性``을 지니고 있다는 점이 인정되었다. 이로써 종래 현실정치에서 무시되던 민은 객관적으로 실재하는 정치적 실체로 받아들여졌다. 그러나 여전히 민은 도덕적 본성을 현실의 도덕 규범으로 전화시켜 실천할 수 있는 능력이 부족하였고, 이 점에서 지배층과 구분되는 존재였다. 이처럼 조선 초기는 명분론과 민본이념이 정치이념으로 작동하면서도 상대적으로 민본이념이 강조되던 시기였다. 이는 지배층의 민본정치를 담보하는 수단이었던 災異를 天이 군주에게 보내는 경고로 받아들임으로써 민생을 위한 실질적인 정책들이 추진되었다는 점에서 알 수 있다. 그러나 16세기에 이르러 민본이념은 변질되었다. 민생과 직결된 한재나 여역과 같은 재이가 빈번하게 발생해도 재이를 천의 경고로 받아들이지 않았다. 비록 천의 경고로 받아들여 求言하더라도 민을 위한 구체적인 제도의 개혁을 추진하기보다 왕에게 추상적인 도덕의 실천만을 강조하였다. 종래 천=재이를 매개로 자신들의 요구를 관철시킬 수 있었던 민은 이제 그 매개 수단을 잃어버렸고, 국가도 자신들의 생계를 외면하게 되자 급속하게 지배층의 사적 예속인으로 몰락하였다. 그러나 이 상황에서도 역설적으로 민은 성장하고 있었다. ``君民一體``의 인식이 나타나고, 민도 도덕을 실천할 수 있는 능력이 있다는 인식이 점차 확대되고 있었다. 민도 유교 정치이념이 무엇인지 깨닫고, 그 안에서 자신들의 ``권리``를 당당하게 주장하기 시작하였던 것이다. 이 점에서 16세기의 민은 이전 시기의 민과는 다른 존재였고, 그것은 유교 공동체에 민이 포섭되는 첫 단계였다고 생각된다. In the early Chosun dynasty, Min-Bon ideology that the people stand above the monarch was emphasized. The relationship between the ruling and the ruled were regarded sometimes as reciprocal. It was also held that not only the ruling but also the ruled had the nature to put the Confucian moral virtues into practice. As a result, the people who had been ignored in politics could now obtain their political identity. However the people remained to be considered those who lacked the real ability to put their nature into moral practices. They were still the object to be domesticated and ruled by the ruling class. Although both the ideas became influential in the early Chosun dynasty, Min-Bon ideology had the upper hand. This can be proved by the fact that kings regarded calamities as warnings from the heaven and thereby implemented practical policies for the ruled. Min-Bon ideology changed in the sixteenth century. To the ruling class, calamities such as plagues and droughts were not warnings from the heaven any more. Even if some calamities were considered warnings from the above, the royal bureaucrats entreated the king to practice abstract morals rather than enforcing concrete institutional reforms. As the government disregarded the people, they now lost the means to realize what they wanted and fell unavoidably into the hands of the upper class. It was an irony that the people were growing amid such circumstances. Those ideas that the king and the people were in one body and that the people could do ethical conducts emerged and gradually spread. The people began to perceive the Confucian political ideas and claim their rights without reserve. In this aspect the people in the sixteenth century differed from the counterpart of the preceding period. This change was the first stage in which the people became the true members of the Confucian community.
